- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-10-T-0048, and a firm fixed price contract is contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38 effective 10 December 2009. The North American Industrial Classification Code (NAICS) 611699 applies with a business size standard of $7.0M. This procurement is 100% small business set-aside. The DPAS rating for this procurement is DO-C9. All responsible sources may submit a quote which shall be considered by the agency. FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROCUREMENT AND ARE SUBJECT TO FAR 52.232-18 -- Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The government has a requirement to procure the following: Section B Schedule of Supplies and Services CLIN 0001 Combative/Edged Weapon Training for 20 personnel from 3 January 2010 through 7 January 2010, Qty: 1, Unit of Issue: Lump Sum; CLIN 0002 Training Aides, Qty: 20 Training Sheaths, Unit of Issue: Each; CLIN 0003 Training Aides, Qty: 20 Training Blades, Unit of Issue: Each; Place of Performance: Within 25 miles of Philadelphia, PA at the contractor's facility. The contractor shall be required to provide a breakdown of all of the CLINS listed above, if travel costs are proposed a breakout shall be given in accordance with the JTR. Section C Specifications The contractor shall provide combative edged weapons training to include the following areas: edged weapons, improvised weapons, striking, defense, and multiple attacker scenarios. 1. Lead instructor must have a significant amount experience in Kali and hold the rank of Tuhon (Master Instructor). He must also have a minimum ranking of Senior Instructor in Silat. The contractor shall provide at least 2 other instructors at the course who holds the rank of Tuhon. 2. Familiarity with military tactics and personal protection, primarily Special Operations Forces. 3. Contractor must provide 1 instructor for every 2 students. 4. Instructors must have positive past performances with other military organizations. 5. Instructors must have competitive shooting experience and be familiar with combat shooting techniques. 6. Instructors must also have experience in unarmed combat to include boxing, jiu-jitsu, folk style, freestyle and Greco roman wrestling. 7. Instructors must be able to realistically conduct coordinated live scenarios with up to 6 role players to include vehicle born operations. 8. Instructors must have extensive knowledge in the areas of concealment and transportation of weapons. 9. Instructors must have experience conducting scenarios in low light conditions with night vision equipment. 10. Instructors must have knowledge and experience employing non metallic edged weapons. 11. Instructors must have knowledge and experience with assorted military equipment to include but not limited to night vision goggles, load bearing equipment and weapons systems. 12. The contractors training shall instruct government personnel on fighting, attacking, defending against one or more persons, defense against lethal and non-lethal applications including edged weapons while wearing combat equipment. 13. The contractor shall provide multi-faceted training in various conditions such as low-light, daylight, and black out conditions (utilizing NVG's and white lights). 14. Techniques such as pinning, off balancing, and free flow scenarios are required aspects of the contractors training. FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Capability in meeting the government's time frame (delivery), price, past performance, and technical approach. Technical and past performance, when combined, are significantly more important than cost or price. Offerors shall provide name, title, and phone number of principal for no less than three prior or current contracts for similar services performed during the previous three years. To be technically acceptable, the submitting offeror must submit relevant and current past performance in ALL areas noted in this combined synopsis/solicitation. The Government will evaluate each offeror's experience on the basis of its depth and its relevance to the work that will be required under the prospective contract. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
