Enterprise Data Strategy RECOVERY FUNDS Solicitation #AG-3151-S-10-0005 THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal. The USDA, Farm Service Agency has a requirement for a contractor with specialized experience in enterprise data strategy. This market research is for information and planning purposes only to determine the availability and adequacy of potential small business sources capable of performing the work described to see if there are an adequate number of interested and qualified vendors having the capability and experience to provide enterprise data strategy services for large mission critical, multi-platform systems; provide time critical customer support; perform effective production problem resolution; and have a proactive approach to ensuring maximum system availability and data integrity. This sources sought shall not be construed as a solicitation or as an obligation on the part of the Government. This Sources Sought Notice is issued under the American Recovery and Reinvestment Act of 2009 (ARRA) and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Agriculture (USDA), Farm Service (FSA). A sources sought is being conducted to determine if there are adequate small business contractors available for the proposed project that meets the specific criteria outlined below. This is NOT a solicitation announcement or request for proposal. This does not constitute any commitment by the Government; no award will result from this notice. Responses to this sources sought notice will be used by the Government to make an appropriate acquisition decision. Respondents will NOT be notified of the results of this notice. Interested contractors are asked to provide their capability statements that focus on enterprise data strategy efforts completed, or substantially completed, within the last five years. This information will be used to determine if FSA will set-aside this effort to small business. After completing an analysis of the responses, the Government will determine whether to limit competition to small business set aside, or to proceed inviting full and open competition. FSA anticipates using a fixed price performance based contract. ________________________________________ Reference Number: Include Reference Number AG-3151-S-10-0005 on your submission. Place of Performance: The Place of performance will be primarily located in Kansas City, Missouri. Period of Performance: The anticipated period of performance is 2 years with the base effort to validate current state assessments and create the to-be data strategy. FSA requires an enterprise data strategy to plan for improving the way the agency leverages its data, allowing the government to turn data into information and knowledge which, in turn, will produce measurable improvements in business performance and optimizes the way the agency fulfills its mission. The agency mission is to equitably serve all farmers, ranchers, and agricultural partners by delivering effective, efficient agricultural programs for all Americans. The agency supports four major program areas (Farm Loans, Income Support and Disaster Assistance, Conservation, and Commodity Operations) with approximately 90 systems. The enterprise data strategy is a critical aspect of FSA’s overall approach to strategic information technology. The enterprise data strategy will encompass enterprise data architecture, enterprise data management, and an enterprise analytic capability, along with action plans or roadmaps for implementation. The enterprise data architecture will focus on data structure, storage, access, and movement of data throughout the enterprise. The architecture will include current state assessments composed of business domain models, data analysis and definition, data relationships, identification of authoritative data sources, and data flows. The architecture will include future state models depicting the to-be data architecture for FSA modernization initiatives and will include master data, metadata, data security, data retention and deletion policies, business process integration, design standards and guidelines, configuration management and capacity planning, and data taxonomy. The architecture will include a gap analysis and transition plans to be used as the roadmap for attaining the future state. The key components of enterprise data management are data governance and data quality. Data governance will include data policies and procedures, access rights management, governance processes, change management, workflow and collaboration, definition of data producers and consumers, data owners, data stewards, a data governance council, data rules library, and identity and access management technology. Data quality will focus on metrics management, data standards and rules, data cleansing standards, ETL, data monitoring, and audit reports. Enterprise analytic capability is based on business intelligence and will include query and reporting, research and analysis, business process flows, metrics management and KPI’s, multi-dimensional analysis, data mining and analytics tools, enterprise data warehouse functionality, and a BI competency center with a BI tool suite ________________________________________ Response: Interested vendors meeting the above requirements and specializations should submit a capabilities statement of no more than 10 pages.
