Description

Please note that this is not a request for quotes or proposals; the Government is seeking information for market research purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is not currently available. The Government may or may not issue solicitation documents. The Philadelphia Veterans Affairs Medical Center (PVAMC) is conducting market research for qualified firms capable of providing all vehicles, personnel, management, transportation, materials, supplies, and equipment necessary to perform on-site Critical Care Life Support Ambulance Services, and any required Advanced Life Support or Basic Life Support Ambulance Services at the PVAMC. Applicable NAICS Code is 621910, Ambulance Services, with a Small Business size standard of $7.0 million. Description of qualifications and work to be performed includes: a.On-site ambulance service to include a PH RN (with critical care background); EMT and a driver for 12 hours daily/Monday-Friday (this work cannot be sub-contracted). b.Licensed Ambulance Service in the State of Pennsylvania & Crew licensure in the State of Pennsylvania. c.Staff competencies that include handling critical patients requiring advanced care (Intra-aortic balloon pump; arterial lines; central venous catheters, ventilator support, Advanced Cardiac Life Support Medications (ACLS), IV drip medications, etc.). d.Ambulance rig outfitted with oxygen, ACLS medications, defibrillator with pacemaker capability, advanced airway equipment and supplies necessary to patient care. Personnel maintain a "run sheet" that becomes a permanent part of the patients medical record. e.Provide safety equipment & protocols that includes: an emergency safety kit, fire suppression equipment, road emergency warning equipment, written emergency procedures; personal protective equipment (PPE); a litter capable of holding up to 500 pounds. f.Written quality assurance program that includes methods for identifying and preventing deficiencies, handling customer complaints, employee training and competency, timeliness of services provided, vehicle maintenance, and internal policy and procedures for updating medical service protocols.
