Description
Market Research Questionaire Sources sought for market research and interested firms for transient alert aircraft services at Mountain Home Air Force Base (MHAFB), Idaho. The contract will result is an base year with 4 one-year options. Respondents are requested to complete the attached market research questionnaire and may be asked to participate in verbal discussions concerning commercial practices. Any firms who participated in the market research should submit the questionnaire to TSgt Daniel Morphew by fax at (208) 828-2658 or email at daniel.morphew@mountainhome.af.mil by 5 January 2010. After market research is completed, the government will determine what industry standards will be included in the performance work statement and the type of business program consideration under which this solicitation will be issued. Request that interested firms notify this office, in writing or by email, of their intention to submit proposals on the requirements as early as possible but not later than 6 January 2010. All firms shall list their name, address, phone number, point of contact, and size of business. --------------------------------------- STATEMENT OF NEED 1. GENERAL INFORMATION: The Transient Aircraft Maintenance Services Contract for Mountain Home Air Force Base will expire midnight 30 September, 2010. Currently the 366 Maintenance Group does not have the available manpower to support this service. In the absence of the required manpower, the 366 Maintenance Group requests to continue with the commercially rendered transient aircraft maintenance services contract. The services desired shall again be to provide all management, personnel, supervision and any items and services necessary to perform transient aircraft maintenance services at Mountain Home AFB, ID. TRANSIENT AIRCRAFT MAINTENANCE SERVICES - One facility, located in hangar 208 2. PROGRAM OVERVIEW: The above facility is dedicated to provide transient aircraft maintenance personnel and an operational facility to meet the needs and services required by the 366 Maintenance Group. 3. ARRIVAL, DEPARTURE and PROCESSING REQUIREMENTS: a. Provide required manning levels to provide services to aircraft that transit Mountain Home, A.F.B. Idaho. b. Launch, recover, inspect and service transient aircraft. c. Perform arrival/departure services on all transient aircraft as directed by the aircraft commander. d. Provide processing services necessary for safe mission continuation (inspections, Joint Oil Analysis, towing, minor maintenance, etc.). e. Provide all transient services for special events and execute duties required during emergency situations. f. Provide limited crash recovery response on all transient aircraft on weekends, wing holidays and base down days. 4. FOREIGN OBJECT PREVENTION: Establish and operate a Foreign Object Damage (FOD) program. 5. TOOL CONTROL: Establish effective tool control program, Precision Measurement Equipment Laboratory/Test Measurement Diagnostic Equipment (PMEL/TMDE and land mobile radio (LMR) programs. 6. TECHNICAL ORDER PUBLICATION and FORMS: Establish and maintain all technical orders, publications, local directives and forms required to perform transient aircraft maintenance services. 7. CONTRACTOR PERSONNEL: Provide for a full-time contract manager on site and sufficient personnel to meet the requirements of the contract. 8. HOURS OF OPERATION: a. Normal. The contractor shall maintain operating hours at MHAFB from 0700-0000 Monday-Thursday, 0700-1800 Friday and while the airfield is open on the weekends. Hours could change based on mission needs and the contractor must be able to adjust for mission requirements. b. Emergency or Special Event Services. Special and emergency situations may necessitate extending normal operation hours to operate on an extended basis of up to 24 hours per day, reimbursable on a line item basis. c. Contingency Services. Operations which may increase workload, to include performance of services during crisis declared by the National Command Authority or 366th Wing Leadership (includes military exercises, emergencies, or natural disasters, or Reserve/Air National Guard Weekends). 9. CONTINGENCY: In special and emergency situations, including, but not limited to mobilization and surge requirements, the contracting office may direct the contractor to provide transient aircraft maintenance services. This service shall be provided at the line item cost per the price schedule. 10. QUALITY CONTROL PROGRAM (QCP): The Contractor, through a clearly separate entity, shall provide a quality control system and plan covering all contract requirements identified in the statement of work. 11. QUALITY ASSURANCE (QA): The government will periodically evaluate the contractor's performance by appointing representative(s) to monitor performance. 12. PHASE-IN: The contractor shall provide a complete phase-in plan to ensure a smooth transition in the change of work effort. The plan shall be submitted to the contracting officer as part of the proposal.
