- The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAWCWD), intends to procure and award on an other than full and open competition basis, a Cost Plus, Fixed Fee, Indefinite Quantity, Level of Effort, Task Order contract with Space Dynamics Laboratory (DBA Utah State University Research Foundation) for design, development, testing and fielding of future Surveillance, Reconnaissance and Targeting (SR&T) systems support.The total level of effort is estimated to be 72,558 hours with a five-year ordering period of performance. This acquisition will include initial evaluation of alternatives and engineering design through operational deployment of systems providing image intelligence (IMINT), communications intelligence (COMINT), signal intelligence (SIGINT), and/or measurement and signature intelligence (MASINT) information. Space Dynamic Laboratory is the only firm who can provide the required services mentioned above as they are the sole provider of the Super Hornet Advanced Reconnaissance Pod (SHARP) Display System (SDS). This notice of intent is not a request for competitive proposals, however, any firm believing that can fulfill the requirement of providing the services mentioned above, may submit a written response which will be considered by the agency. The written response shall reference solicitation number N68936-10-R-0001, and clearly show the firms capability, background, experience and assets necessary to perform the required work tasks mentioned above without compromising the quality, accuracy, reliability and delivery of the products. Written responses shall be submitted by e-mail to tara.vasquez@navy.mil within 15 days of this notice. A copy of the solicitation can be requested by contacting Tara Vasquez at the e-mail provided above. Award is anticipated on or before 15 April, 2010. See numbered note 22.
