- Contract N62470-10-R-2005 Indefinite Quantity Contract for Geotechnical Engineering Services at Various Activities located within the Atlantic Division, Naval Facilities Engineering Command's Geographic Area Amendment 0002 Question 5: We are a small business; however, due to the scope of the work included in the referenced solicitation, we would need to retain subcontractors to provide some of the required services. Do all the firms that we would subcontract for this solicitation have to be small business entities? Response: Sub-consultants do not have to be small businesses; however, the prime contractor must be a small business and perform at least 50% of the work. Question 6: The solicitation states "Provide evidence that your firm is permitted by law to practice the professions of architecture or engineering (i.e., state registration number)." To permit responding to this presolicitation within the December 23 deadline, would it be acceptable for us to use subcontractors who are licensed in these states and for us to begin the firm licensing and individual licensing process in those states during the contract negotiation period? The solicitation states that the services "are required primarily for Virginia, North Carolina, and West Virginia, but shall include other various activities within the Geographic area of responsibility of Naval Facilities Engineering Command Atlantic, including the Continental United States, the Caribbean, Africa, and Europe." How do the licensing requirements, mentioned in Question 2 above, apply for the submittal regarding the other states and other areas outside of the U.S.? Response: The intent of the wording "Provide evidence that your firm is permitted by law to practice the professions of architecture or engineering (i.e. state registration number)" is not meant to imply that a firm is ineligible to submit their SF-330 qualifications if they do not have architects and/or engineers permitted by law to practice in each and every possible location of work. It is meant to direct the A&E to provide documentation that the key personal listed for the firm are registered architects-engineers, if applicable. The synopsis states under Technical Evaluation Factors - The A&E must demonstrate its and each key consultant's qualifications with respect to the published evaluation factors for all services. Firms that feel they do not meet certain technical evaluation factors often form Joint Ventures with other firms. Firms submitting, typically list their key consultants and/or sub-contractors proposed to meet the technical evaluation factors. We cannot recommend or offer advice to firms as to how to build their team to meet the criteria listed in the evaluation factors. The only advice that we can offer is that a firm's SF-330 should properly provide responses to each and every technical evaluation factor listed in the solicitation.
