Description
RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WILL ONLY BE AVAILABLE to Lockheed Martin Management Systems Designers, Inc. for reasons as described below. The Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985 provides extended health care insurance coverage for workers who would have otherwise lost health insurance coverage upon becoming unemployed. The individual was responsible for 100% of the insurance premiums due under COBRA continuation coverage. Under Recovery Act legislation, individuals whose employment was involuntarily terminated after Aug. 31, 2008 and before Jan. 1, 2010, and who elect COBRA health continuation coverage, are entitled to receive a 65% subsidy on their COBRA insurance premiums. The involuntarily terminated individual is required to pay 35% of the COBRA insurance premium. The former employer (or, in some cases, multiemployer health plan or insurer) pays 65%, and may recover their payment by claiming the amount as a credit on their quarterly employment tax return. This opportunity will provide software development, testing, configuration management and project management support to the IRS Integrated Customer Communications Environment (ICCE) program. ICCE provides software applications and connections for both phone and web interactive applications, including economic stimulus related applications. The existing economic stimulus component of ICCE is being modified to accommodate Voice Response Unit (VRU) message changes that are in response to legislative initiatives resulting from the recent enactment of COBRA changes contained in the American Recovery & Reinvestment Act (ARRA) of 2009 (PL 111-05). The work is planned to be accomplished by award of a modification to a previously competed ICCE task order under the authority of FAR 16.505 utilizing the existing IRS Total Information Processing Support Services-3 (TIPSS-3) Indefinite Quantities (IDIQ) contract. The modification will be executed as a performance-based fixed-price action.
