Description
Title: "State-of-the-Art," Laboratory-Based Molecular Biology and Toxicology Techniques and Concepts in Studying Occupational Related Diseases. NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), the National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV, Health Effects Lab Division and the Toxicology and Molecular Biology Branch hereby announces its intent to issue a purchase order to M I Luster & Associates for state-of-the-art laboratory-based molecular biology and toxicology techniques and concetps in studying occupational realated diseases for an 18-month period. The contractor shall meet regularly with NIOSH staff and use NIOSH computer services that are protected by US Government security requirements. The contractor shall physically reside at NIOSH facility on a periodic basis. The contractor shall work closely with NIOSH investigators and management, participating in the NIEHS-NIOSH interagency agreement for studies involving Immunotoxicity of Workplace Xenobiotics in Humans. The contractor shall provide professional expertise and services to design and develop and interpret studies designed to examine the role genetic predisposition plays on occupational diseases, the effects of nanomaterials on the cardiovascular system and central nervous system, the role of occupational chemicals on the skin, the development and characterization of experimental models to identify workplace-related musculoskeletal injuries, the techniques and interpretation required for conducting genomic studies in blood from worker as early markers for disease, projects related to the multi-center program on genetics of occupational asthma and the development of statistical models to identify the contribution of multiple genetic polymorphisms on occupational disease. The contractor shall assist in the interpretation of data from these studies and advise on the need for and design of research protocol modifications or complementary analyses resultant from these interpretations. The contractor shall assist NIOSH staff in the review of chemicals for skin notations. This includes, identifying appropriate chemicals, identifying appropriate literature for review, reviewing the literature, provided suggested skin notations, participating in the committee review process as a functioning member of the workgroup and assisting in the report preparation. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with M I LUSTER & ASSOCIATES, 39 Quail Road, Morgantown, WV 26508 as the only source and a purchase order will be issued without any additional notices being posted.
