- This Request for Information (RFI) is issued for planning purposes in accordance with FAR 15.201(e): a) The Government is conducting market research to identify, as potential sources, companies that may possess the expertise, capabilities, and experience to competently and competitively respond to requirements for the design, development, production, integration, installation, and sustainment of the KC-X ATS for use by United States Air Force personnel. Security clearance level is U.S. Secret. b) Responses to this RFI notice are not considered offers and cannot be accepted by the Government to form a binding contract. Contractors/Institutions participating in this market research are advised their participation in this survey may not ensure participation in future sol! icitations or contract awards. Moreover, the Government will not reimburse participants for any expenses associated with preparation or participation in this survey. Respondents are solely responsible for all expenses associated with responding to this RFI. Instructions: 1) Following is a brief description of KC-X ATS procurement and sustainment requirements, a request for applicable business information, and a Contractor Capability Survey which allows you to provide your company's capabilities; 2) If you elect to participate in the market research, you should provide documentation substantiating your company's capabilities to meet the KC-X ATS requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities; 3) Both large and small businesses are encouraged to participate in this market research, and joint ventures or teaming arrangements are allowed. Purpose/Description: Purpose of this market research ! is to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for the design, development, production, integration, installation, and sustainment of the KC-X ATS. The KC-X ATS will provide a comprehensive contractor produced, operated, and maintained training system using high-fidelity training devices and corresponding curriculum that will minimize operational training flights for pilots and boom operators of KC-X tanker aircraft, and train aircrew members on all KC-X mission areas particularly aerial refueling and include Distributed Mission Operations (DMO). The KC-X ATS includes three support components: 1) ATS Instruction, 2) ATS Contractor Logistics Support (CLS), and 3) ATS Concurrency Management. The selected KC-X ATS contractor will be required to enter into an Associate Contractor Agreement with the KC-X tanker aircraft prime contractor in accordance with AFMC FARSUP 5352.217-9010 (Oct 2008) in order to obtain data and associated license rights necessary to develop, field, ! operate, and sustain the KC-X ATS. Moreover, the selected KC-X ATS contractor will use preliminary data provided by the KC-X tanker aircraft manufacturer for interim qualification of KC-X ATS simulators. Final updated data will need to be installed in KC-X ATS simulators within 12 months following availability of final flight data which is projected for release 90 days after completion of both KC-X tanker aircraft Development Test and Evaluation and FAA certification flight testing. It is the Government's intent not to extend Type 1 Aircrew Training beyond the anticipated KC-X tanker aircraft flight test program and qualification of the initial cadre for Initial Operational Test and Evaluation. KC-X ATS simulators will be required for an initial ten year contract period and will include twelve (12) Level-D Full Flight Simulators (IAW 14 Code of Federal Regulations [CFR] Part 60) and ten (10) Boom Operator Trainers, both with full Aerial Refueling Airplane Simulator Qual! ification (Rev C, 1 Sep 09) capabilities and full independent DMO Operations and Integration, as well as six (6) Cargo Loading Trainers, two (2) Level-6 Flight Training Devices (IAW 14 CFR Part 60), and interactive media that is fully compliant with the latest version of Sharable Content Object Reference Model (IAW DoDI 1322.26). KC-X ATS simulators will be required at the KC-X Formal Flight Training location and, during the initial ten year contract period, at five (5) additional locations. Each operational unit will require simulators to be ready for KC-X aircrew training sixty days prior to receiving its first operational KC-X tanker aircraft. Program Required Assets Available requirement is seventy-eight months after award of the KC-X tanker aircraft contract. The KC-X ATS Training Systems Requirements Analysis is currently in progress and the results will be available before release of the KC-X ATS Request for Proposal (RFP). The KC-X ATS RFP will be issued after award of the KC-X tanker aircraft contract. The KC-X ATS solicitation ! will encapsulate all of the components listed above. The anticipated acquisition strategy for the KC-X ATS acquisition program will include a ten-year contract (basic year plus nine option years) starting in CY11. There is a significant hardware buy associated with this procurement. Part I. Capability Survey Questions: Describe your past experience for developing and producing aircrew training system devices, performing contractor logistics support, developing instruction media, performing concurrency management, and integrating training system elements into a comprehensive system to include: program name; Government or Contractor POC; description of effort (i.e., number of locations supported, number of personnel assigned, etc.); date and period of performance; cost of effort; and description of support strategy (i.e., guaranteed student, on-call, modified on-call, etc.).
