- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FORPROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGSAVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligiblesmall business firms capable of performing the work to Replace 11.5KVSubstations At Pier 14, Naval Station Norfolk, Norfolk, VA. Description of proposed construction: This project will provide (4)skid-mounted, 4000KVA, 34.5KV Unit Substations to provide 480V, 3-phaseshore power for ships docked on the north and south side of Pier14. Eachsubstation will have (12) 400A circuits with a receptacle module forshipboard cable connections. The new substations will be placed at fourlocations on the pier over existing electrical vaults (under pier). The new substations are similar to the ones placed on Pier 11. The (6)existing unit substations in pier electrical vaults shall be disconnected,drained of oil, and abandoned in place. The existing 11.5KV primary feedersshall be replaced with 34.5KV cables. The two existing oil switches (SW.118 & 119) feeding the pier 11.5KV primary circuits will be replaced with a34.5KV SF6 switch and a 11.5KV gas SF6 switch. Demo work..Remove (2) existing 11.5KV, 4-way, oil switches (SW118 & SW119)..Remove existing 11.5KV cable serving vaults from SW118 down northside of pier. Existing cable runs in duct bank built into pier and throughvaults #1, #3 & #5. Disconnect cable from existing (2) 4000KVA mobile unitson pier (north side)..Remove existing 11.5KV cable serving vaults from SW119 down southside of pier. Existing cable runs in duct bank under pier and through vaults #2, #4 . Cables run through a manhole (to remain) under pier. This work shallrequire a use of a barge and work limited to low tide due to under pierwork..Remove existing (10), 480V, pier electrical outlets mounted on pierfor shipboard connection located near each pier vault..Remove existing 15KV cable from pad mount transformer #12 back tosplice in manhole #452..Remove (6) 480Y/277V, 3-phase, auxiliary power feeds for theexisting pier vaults back to panel MDP at head of pier. New Work..Provide a new 15KV, 6-way, SF6 switch at existing SW119 location..Reconnect existing 11.5KV cables from NB 1-8, NB 2-10, NB 2-8,feeder to Q-buildings and to manhole #452..Provide new 15KV cable to pad mount transformer #12 from new SW119..Provide a new 34.5KV, 6-way SF6 switch at SW118 location..Provide 34.5KV cable from switches SW201 & SW239 to new 34.5KV SF6switch..Provide 34.5KV cables from new 34.5KV SF6 switch to new 4000 KVAunit skid mounted substations on pier deck. Cables shall use existing ducts in pier (1) and below the pier (4 fiberducts) running along the north side. The cables feeding the south sidesubstations cross in vaults #3 & #1 into respective vaults #4 & #2 usingexisting duct bank system..Tap of new 34.5KV feeds to the 4000 KVA unit substations at vaults#1 & #3 and run to new 500 KVA transformers (adjacent to subs at thesevaults) for the industrial power supplies (one at each substation location).Run secondary cable to power supplies on south side via duct system betweenthe north & south vaults. The target award range for this project is $1,000,000.00 to $5,000,000.00. All Service Disabled Veteran (SDV) small businesses, certified HUB Zonesmall businesses, certified 8(a) small businesses, and other certified smallbusinesses are encouraged to respond. Large Business submittals will not be considered. Upon review of industryresponse to this Sources Sought Synopsis, the Government will determinewhether a set-aside acquisition in lieu of full and open competition is inthe Government's best interest. This office anticipates award of a contractfor these services by May 1, 2010. The appropriate NAICS code for thisprocurement is 236220. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. Thissynopsis is a market research tool being used to determine the availabilityand adequacy of potential small business sources prior to determining themethod of acquisition and ultimate issuance of an award. The Government isnot obligated to and will not pay for any information received from thepotential sources as a result of this synopsis. It is requested that interested small businesses submit to the contractingofficer a brief capabilities statement package (no more than 10 pages inlength, single spaced, 12 point font minimum) demonstrating ability toperform the requested services. PAGES IN EXCESS OF THE 10 PAGE LIMIT WILLNOT BE CONSIDERED. The documentation shall address the following: (1) Relevant Experience to include experience in performing efforts ofsimilar value, size, and scope within the last five (5) years includingcontract number, indication of whether your firm acted as a prime orsubcontractor, contract value, Government/Agency point of contact andcurrent telephone number, and a brief description of how the contractrelates to the technical services described herein.(2) Company Profile to include the following:a. Number of employees.b. Office location(s).c. Available bonding capacity per contract. (Must be able to bondup to the target award of this project)d. DUNS number.e. CAGE Code.f.
