Description
The government intends to negotiate a sole source, Firm Fixed Price contract and will utilize procedures in accordance with FAR subpart 13.5, Test Program for Certain Commercial items, to GlobalSim for the upgrade of eight (8) Master Lift 2000 (ML2000) Millennia Military Vehicle (MMV) forklift modification kits into the GlobalSim ML 2000 training system. To include the manufacture of two (2) stand alone Master Lift 3000 (ml3000) training systems based on the forklift model as required by the Navy Expeditionary Logistics support Group, 593 Mayfield Street-Cheatham annex, Williamsburg, Va 23185-5831. The MMV simulation model must have the same functionality as the ATLAS II model. The upgraded forklift simulators manufactured and provided by GlobalSim are the only simulators that will meet the government's minimum requirements for training on forklifts utilizing the flexible Master Lift base design in a graded assessment. Further, GlobalSim retains exclusive rights to the software utilized for the existing ML2000 and ML 3000's and they posses the proprietary data, knowledge and experience to complete the required upgrade. In addition, documentation, training and a twelve (12) month warranty will be included. This notification is not a request for competitive proposals. However, the Government will consider all proposals received within five days after date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement The period of performance for the resulting contract is anticipated to be February 01, - December 31, 2010. A complete RFQ package will be available on or around 04 Jan 2010 by downloading the documents at the NECO website as follows: http://www.neco.navy.mil or at http://www.fedbizopps.gov. The size standard is 500 employees, NAICS Code is 541511 and the corresponding Federal Supply Code (FSC) is 6910. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, or debarred, or otherwise ineligible to receive contracts from any Federal Agency. NO SOLICITATION EXISTS AT THIS TIME. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. The prospective awardees must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain the information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov/ the offerors at anytime prior to award. Note 22 applies: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
