Description
Airborne Warning and Control System (AWACS) Maintenance Training System (MTS) Follow-on Services Sources Sought Notice, Solicitation Number: FA8621-10-R-6252 I. Request for Information (RFI) for Planning Purposes. This is a Request for Information (RFI) in accordance with Federal Acquisition Regulation (FAR) 52.215-3 --Request for Information or Solicitation for Planning Purposes (Oct 1997). a) The Government is conducting market research to identify, as potential sources, companies that may possess the expertise, capabilities, and experience to competently and competitively respond to requirements to provide Contract Logistics Support (CLS) and Contract Support (CS) services for the Airborne Warning and Control System (AWACS) Maintenance Training System (MTS) following the end of the existing MTS services contract in September 2011. Only United States companies will be considered for contract award. b) The Government does not intend to award a contract on the basis of this sources sought or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and Proposal costs, of the FAR. Companies responding to this sources sought are advised that participation does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expenses associated with preparation or participation in this research. Respondents are solely responsible for all expenses associated with responding to this RFI. c) Although "proposal" and "offeror" are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. d) Background: The AWACS weapon system is required to have a training capability to support technician/maintenance initial skills, skill-level advancement and proficiency training. The MTS supports training of 552nd Air Control Wing (ACW) and North Atlantic Treaty Organization (NATO) maintenance and operations personnel in the maintenance procedures of the E-3 "Sentry" AWACS. MTS lesson units supplement classroom instruction with the hands-on training in organizational on/off equipment maintenance procedures defined in applicable E-3 weapon system technical orders (TOs). e) The Government anticipates a FAR Part 15, non-personal services contract approach with a total delivery period of no fewer than five years. f) All services will be housed in Government facilities and utilized by personnel designated by the Government. Government-contracted instructors, separate from this acquisition, will use all aspects of the services in preparation for and conduct of lessons. g) Payment for training services under this contract will commence with start of service at Tinker AFB, Oklahoma. h) The purpose of this RFI is to determine offeror interest in providing AWACS MTS simulation services to the United States Air Force (USAF).II. Program Requirements. To provide maintenance, support, modification, and upgrade of simple and complex training systems and related components that comprise the E-3 MTS, including Training System Support Center (TSSC) operations and maintenance. a) Contract Logistics Support (CLS). The following complex E-3 AWACS MTS training devices are computer controlled, simulated AWACS mission equipment and instruction hardware used for training Air Force (AF) personnel in organizational and on/off-equipment maintenance that shall be maintained by the contractor under the CLS maintenance concept. CLS is defined as a method of providing all or part of a system's support, normally throughout its entire life cycle including, but not limited to, maintenance, spares, data, and support equipment by contract. Provide qualified personnel with appropriate education, skills, knowledge, and capabilities to support CLS for the following E-3 AWACS MTS complex training systems:. Surveillance Radar Training System (SRTS) located at Tinker AFB, Oklahoma to include a 40/45 upgrade. Flight Deck Trainers (Procedures, Maintenance Trainer/Familiarization Maintenance Trainer) to include DRAGON capability. Demand Assigned Multiple Access (DAMA) Orderwire Chanel Controller Trainer Provide qualified personnel with appropriate education, skills, knowledge, and capabilities to support CLS for the following E-3 AWACS MTS development and support systems:. TSSC located at Tinker AFB, Oklahoma. SIMWARE Development System (SWDS) located at Tinker AFB, Oklahoma b) On-Call Contract Support (CS). On-call CS is defined as providing technical and operational support, when requested, to identify, develop, and implement corrective actions/solutions for operations/maintenance and related problems. The following simple mobile trainers, located at Tinker AFB, are operational AWACS components, mounted on mobile support structures, used for training AF personnel organizational on/off-equipment maintenance and shall be maintained under the CS maintenance conceptProvide qualified personnel with appropriate education, skills, knowledge, and capabilities to support CS on the following simple mobile trainers:. Electrical Power System Trainer (EPST). Automatic Flight Control System Trainer (AFCST). Attitude and Heading Reference System Trainer (AHRS). Flight Director/Radio Navigation Trainer (FD/RNT). Radar Transponder Set (RTS). Weather Radar Trainer (WRT). Anti-Skid System Trainer (ASST). Liquid Cooling System Trainer (LCST). Auxiliary Power System Trainer (APST). Fuel System Trainer (FST)Provide qualified personnel with appropriate education, skills, knowledge, and capabilities to support On-Call CS for the complex at Tinker AFB, Oklahoma. c) Provide overall configuration management functions using the latest technology and innovation. d) Develop and implement training system modifications concurrently with the E-3 weapon system. e) Develop, maintain, and update SIMWARE lessons to include updating them to C++. f) Review/update all materials, processes and procedures, as required, and no less than annually. g) Plan and implement relocation of trainers on and off-base. h) Maintain 400hz Gen for all on call devices.III: RFI Response.
