Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing E-2D Facilities Upgrades, Naval Station Norfolk, Norfolk, VA. Description of proposed construction: Construct a Sensitive Compartmented Information Facilities (SCIFs) outside the existing aircraft maintenance hangars LP-21, LP-27, and LP-34 at Naval Station (NS) Norfolk. Restriping of the existing aircraft parking aprons in front of the hangars will also be included. One SCIF will be located in an area just outside each hangar, and will serve the squadrons in the hangar, which are scheduled to operate and maintain the Advanced Hawkeye Weapons System, referred to as the E-2D system. Five (5) Secret Internet Protocol Router Network connections and five (5) Naval, Unclassified but Sensitive Internet Protocol Router Network connections are required for each SCIF. Construct four SCIF buildings. Collectively, all four SCIF buildings will equal an area of 14,650 SF(1360.11 m2). Each SCIF building will include storage space, briefing/debriefing rooms, a mission planning room, and a shop area. This project also upgrades the electrical, mechanical, and fire protection systems at Building SP-381 to accommodate the maintenance trainers for the E-2D system. The upgrades will be necessary to provide increased capacities for handling the operations of the maintenance trainers (hydraulic, simulator, and power plant trainers). Electrical upgrades include adding circuit breakers, switches, panelboards, conduits, a step-down transformer, feeders, receptacles, and raising the existing light fixtures. Mechanical upgrades include additional air-conditioning load for ambient air in the simulator trainer lab. Fire protection upgrades are needed for the simulator trainer lab, and cover installation of an addressable smoke detection system, expansion of the existing sprinkler system, and installation of an emergency power off switch. Sustainable principles will be integrated into the design, development, and construction of the project in accordance with Executive Order 13123 and other laws and executive orders. The target award range for this project is $5,000,000.00 to $10,000,000.00. All Service Disabled Veteran (SDV) small businesses, certified HUBZone small businesses, certified 8(a) small businesses, and other certified small businesses are encouraged to respond. Large Business submittals will not be considered. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract for these services by May 31, 2010. The appropriate NAICS code for this procurement is 236220. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. This synopsis is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. It is requested that interested small businesses submit to the contracting officer a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. PAGES IN EXCESS OF THE 10 PAGE LIMIT WILL NOT BE CONSIDERED. The documentation shall address the following: (1) Relevant Experience to include experience in performing efforts of similar value, size, and scope within the last five (5) years including contract number, indication of whether your firm acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract relates to the technical services described herein.(2) Company Profile to include the following:1. Number of employees.2. Office location(s).3. Available bonding capacity per contract. (Must be able to bond up to the target award of this project)4. DUNS number.5. CAGE Code.6.
