- This is Amendment 2 against W91WAW-10-R-0016. The purpose of this amendment is to provide Contractor Questions and Government Responses to the Sources Sought Notice. The Sources Sought closing date is 18 December 2009. Please submit capability packages to Ms. Regina Foston (Contract Specialist) via electronic-mail (FostonR@conus.army.mil). Telephone inquiries will not be accepted. Contractor Questions and Government Responses: Contractor Question 1: The Pre-Solicitation Opportunity Summary Report indicates Place of PerformanceContractors Site, US. The Draft PWS (para 1.4) identifies Work Location: Work shall be performed at the Government Site. and Part 4 of the Draft PWS suggests the Place of Performance will be determined upon award of the contract. Since offered price is heavily dependent upon Place of Performance, will the RFP identify Place of Performance? Government Response #1: The Contractors Site, US is the correct answer. Contractor Question #2: Para 1.3 (Scope and Objectives)Based on the statement Provide program awareness and information to enhance academic communitys world wide acceptance of college credit recommendations shown on AARTS transcript. Will the RFP identify the expected level of effort associated with this seemingly unbounded marketing initiative? Government Response #2: Yes, we can specify the production of the tri-fold brochure and its forwarding to the Defense Activity for non-Traditional Educational Support (DANTES) for distribution to the field. Contractor Question #3: Will the RFP identify any/all automated tool(s) currently being used to assist the soldier and counselors in conducting their assessments? Government Answer #3: This is more a function of the AARTS Operations Center and its website. Contractor Question #4: Para 1.3 (Scope and Objectives)Are advisory services the same as counseling services? Government Response #4: That may be a matter of interpretation; however, the contractor would not normally do educational counseling for soldiers. They only advise Soldiers concerning the status of pending course evaluations. That is the duty of the Army Education Centers (AECs). Contractor Question #5: Question (b) reads& How can your company guarantee that the labor categories will be in place upon contract award? Will the RFP identify the specific labor categories the Government anticipates are necessary and their associated expected level of effort? Government Answer #5: We can!
