- Subj: Request for Information (RFI) Synopsis for Services for Analytical Support for Center for Irregular Warfare (CIW), Marine Corps Base (MCB), Quantico, VA. Purpose:The purpose of this RFI is to conduct market research which will be used formulate an acquisition strategy to support services for a the Center for Irregular Warfare (CIW) Support, for Marine Corps Base (MCB), Quantico, VA. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified businesses. The qualifying code for this effort is 541611. CIW, MCB, Quantico, VA is the central Marine Corps agency responsible for identifying, coordinating, and implementing irregular warfare capability development initiatives across all elements of Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities (DOTMLPF). Contractor support is required to meet the DOTMLPF initiatives. Objectives for this support include, but are not limited to: (1) Provide research, analysis, concept and capability development in the institutionalization of Irregular Warfare (IW) in the United States Marine Corps (USMC); (2) Doctrine development; training and education development; outreach and Strategic Communication (StratCom) design and development; and Information Technology (IT) and Information Assurance (IA) support; and (3) Data collection, research, and analysis for known and emerging USMC, DoD, USG, international, and other requirements, via research, analysis, and product development. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) capability statement sufficient to demonstrate performance acumen directly related to the objectives of CIW; (2) Link to the respondent's GSA MOBIS schedule, or attached file of same; (3) Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm. Response is due by close of business 8 January 2010. Please submit e-mail responses to Wanda S. Wichmann at e-mail address wanda.wichmann@usmc.mil. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation documents exist at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable may be issued the resulting RFQ. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
