- The Mission and Installation Contracting Command- Fort Carson (MICC) is seeking to identify the interest of Service-Disabled Veteran-Owned, 8(a), and certified HUBZone small businesses to conduct pest control services for Fort Carson and Pinon Canyon Maneuver Site, Colorado. The suggested contract type will be a firm fixed price type contract. The NAICS code for this procurement is 561710, Exterminating and Pest Control Services with a size standard of $7.0 million. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. All parties are advised that this project may be revised or cancelled at any time during the solicitation, selection, evaluation, negotiation, and final award phases. The work is considered to be a service and Service Contract Act requirements will apply. The successful contractor must be able to provide 100% performance. For the purpose of this Sources Sought Notice the following explanations have been provided: Scheduled Pest Control Services: Scheduled services shall include the inspections and control services on a scheduled basis for the control of cockroaches, ants, stinging insects, fleas, silverfish, spiders, flies, bed/bat bugs, rodents, birds and any other common pest found in the state of Colorado. The size and purpose of facilities across both Fort Carson and the Pinon Canyon Maneuver Site (PCMS) vary, but can be categorized as one of the following: dining facilities, medical clinics, child care facilities, barracks, support and administrative buildings, and warehouses and storage. The approximate area to be serviced monthly is 145,156 square feet, and the approximate area to be serviced quarterly is 544,168 square feet. Unscheduled Pest Control Services (Emergency and Routine): Unscheduled pest control services in accordance with the following requirements on a service call basis in all other buildings, structures and other areas, on Ft. Carson, not covered by scheduled pest control services. "Emergency Calls: During normal business hours (M-F 0730 to 1600) Initial inspection and treatment shall be performed within 2 hours of receipt of the call. Emergency calls received outside normal business hours must receive initial inspection and treatment within 4-hours of receipt of the call. "Routine Calls. All non-emergency service calls will be classified routine. Initial inspection and treatment for each routine service call shall occur within 48 hours after receipt. Larval/Pupal Mosquito Treatment: Control will include the use of larvicide applications along shore lines associated with various waterways and impoundments at both Fort Carson and the PCMS. Special Event and Adult Mosquito Control: Several times throughout the spring, summer and fall season Fort Carson holds special events at Iron Horse Park (IHP) and the Turkey Creek Recreation Area (TCRA). These areas consist of approximately 24 acres and 25 acres respectively. These areas shall be inspected and treated as necessary beginning at least two weeks prior to the event. Adult mosquito control will be performed only under written authorization from the Director, Directorate of Public Works Environmental Division. Adult control will not be performed unless adult female populations rise above 50 females per trap night. Prairie Dog Control / Flea control: Areas within the cantonment shall be maintained free of prairie dog colonies in order to reduce potential exposure to plague. In addition, some colonies are to be maintained and will require flea control within the burrows to reduce the spread of plague and to ensure a healthy colony. Cleaning and Decontamination: Clean and decontaminate areas affected by rodent infestations. Droppings, urine and nesting materials shall be removed and the area decontaminated in accordance to Center for Disease Control guidelines. In responding to this sources sought, please indicate the following: 1.Interest and capability to do the above work on projects of this nature and scope 2.If your business is 8(a), Service-Disabled Veteran-Owned, and/or certified HUBZone, large, or small 3.Cage Code and Duns Number 4.List of relevant past performance experience for this type of project 5.Company information to include Company Name, Physical address, Phone number, and E-mail address 6.The ability to meet the following certifications: a.a. The Contractors employees who apply pesticides must have a current Colorado or DOD pesticide application certificate/license. b.At a minimum the Contractor shall employ at least one Qualified Supervisor who currently possesses a Colorado category 110, 302, and 304 (Public Health, Outdoor Vertebrate, and Residential/Commercial) endorsement. c.All other applicators (employees) shall at a minimum have current certified operator license with these same endorsements. Please keep in mind that per FAR 52.219-14, Limitation on Subcontracting, the winning offeror will be required to do 50% of the work with its own workforce. Submit this information to the POC below, via the listed email address. Telephone inquiries will not be entertained. Release of the solicitation for the requirement is anticipated in January 2010. It is anticipated that performance will begin March 2010. The closing date and time for submission of quotes will be contained in the solicitation package. The entire solicitation, including specification, and any drawings, will be made available only on the Federal Business Opportunities (FBO) website at http://www.fbo.gov. Interested parties are responsible for monitoring the FBO website for the release of the solicitation and any other pertinent information. All contractors shall be registered in the Central Contractor Registration (CCR) database or their bid will not be considered. Contractors can obtain further information on the CCR website at http://www.ccr.gov. This notice does not obligate the Government to award a contract or multiple contracts, nor does it obligate the Government to pay for any quote / information preparation costs.
