- FISC Norfolk Contracting Department Philadelphia Office intends to acquire development and testing services of a prototype Neurocognitive Assessment Tool (NCAT) that is durable, portable and feasible for use in multiple environments (desert, mountainous, shipboard) with multiple demands (cold, heat, dust and sand storm) in support of the Department of the Navy, Bureau of Medicine and Surgery. The purpose of the instrument is for field based testing of individuals who have experienced a head injury in theater. The application of this tool is designed to be used at site of injury or at a local field medical facility and is thus considered novel from other DoD mandated neuropsychological screening endeavors. The NCAT shall contain the following cognitive and mental health constructs: Simple Reaction Time, Reaction Problem Solving/Executive Functioning, Digit Symbol Coding, Delayed Memory Recall, The Controlled Oral Word Association with voice recognition technology, Paced Auditory Serial Addition Test with voice recognition technology, Ruff Figural Fluency Test, Figure Copying Test with automated scoring for errors, Cube Drawing Test with automated scoring for errors, Trails A, B, and C and the GHAM for screening of PTSD, Depression and Generalized Anxiety. The Contractor shall also develop a starting block model for reaction time test. The resultant contractor shall be responsible for conducting field durability and validation tests of the NCAT prototype on 40 service members and/or civilians deployed in support of Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF) within each of the following four (4) environmental settings (a total of 160 subjects): (1) I! raq/Kuwait/appropriate desert like conditions; (2) Afghanistan/ appropriate variable mountainous environment; (3) the Arctic or Antarctic or similar extreme cold environment; and (4) in a ship board environment. Navy Medicine and the COR will be responsible for coordinating and providing the Contractor access to the appropriate testing locations and service members and/or deployed civilians. The COR will accompany the Contractor during all field testings. Field testing services shall not overlap and shall be conducted for one (1) environmental setting at a time. The Contractor is responsible for furnishing monthly progress reports and a final report at the conclusion of the field testing comprised of all auto-generated reports resulting from each of the four environmental settings, results of development, successes, obstacles, and any data collected addressing the effectiveness and durability of the NCAT. This procurement is being conducted as an unrestricted, Commercial Item acquisition in accordance with FAR part 12, using Subpart 13.5 Test Program procedures. Award of a Firm Fixed Price purchase order is anticipated. The period of performance for the proposed action is 01 April 2010 or date of award, whichever is later, through 31 March 2011. Technical and price submissions will be required. Upon its issuance, Request for Quotation N00189-10-T-Z will be made available electronically at the following internet address: https://www.neco.navy.mil. Interested parties are responsible for any amendments issued thereto. The applicable North American Industry Classification System (NAICS) code and size standard for this acquisition are 541720 and $7 Million, respectively. This synopsis replaces in its entirety the initial pre-solicitation notice dated 09/02/2009 entitled, "Enhancement of the Department of the Navy's Neurocognitive and Combat Stress Toolbox".
