- THIS IS A SOLE SOURCE SYNOPSIS. The AF ISR Agency/A7K Contracting Office intends to negotiate a four-month extension with a four-month option period to contract FA8620-05-C-4301 on a sole source basis with Quantum Technology Sciences, Inc. (QTSI) for the continuation of the operations sustainment and study efforts; the extension will NOT apply to further development of the system. This extension will provide for continued support of the Air Force Technical Application Center (AFTAC) mission to monitor compliance with nuclear test ban treaties. Contractor responsibility will include the sustainment of an operational system including correction and implementation of fixes to software problems, on-going software and hardware upgrades, and on-going system tuning/optimization of operational software algorithms. All personnel must have a Secret clearance and all key personnel must have a Top Secret (SCI) clearance. A majority of the work will be done within the AFTAC building at Patrick AFB, FL. Therefore, the contractor must have key personnel available to work within AFTAC. The contractor must have the requisite personnel/teaming arrangements in place to ensure continuation of the operations sustainment and study efforts. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The period of performance for this extension will be from 1 April 2010 through 31 July 2010 with an option period from 1 August 2010 through 30 November 2010. This is a Sole Source with QTSI IAW FAR 6.302-1. QTSI is the only known source with the required key personnel and teaming arrangement in place to maintain the US NDC's operational capability to meet mission requirements without a transition period. QTSI provides a unique team of geophysical and seismological experienced personnel familiar with the US NDC system as well as personnel experienced with the 24x7 operations support aspect of the program. No solicitation documents exist at this time. This service utilizes North American Industry Classification System (NAICS) code of 541511. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 15 days after date of publication of this synopsis. The AF ISR Agency/A7KC Contracting Office has determined that QTSI is the only source capable of providing this 4-month requirement.
