- The DOC, NOAA, Aircraft Operations Center (AOC) at MacDill AFB, Florida is seeking a multiyear firm fixed price Indefinite Delivery Indefinite Quantity purchase order for conducting pilot refresher training. The training shall be conducted at the contractor's facility. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dunn & Bradstreet Number. Contractors should submit their Certification and Representations thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the Federal Government. Contractors are encouraged to go on-line at www.bpn.gov to complete its representations and certifications. This notice is hereby issued as RFQ No.NMAN6000-10-01879. This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)-37. STATEMENT OF WORK: Background: NOAA owns and operates 14 aircraft worldwide in a scientific capacity. NOAA aircraft penetrate hurricanes, perform high-altitude hurricane research, conduct marine mammal research at low altitude at times utilizing steep angles of bank over water, fly coastal mapping missions, and fly low level snow survey missions. All of NOAA's pilots have Federal Aviation Administration (FAA) Commercial Multiengine Pilot certificates and are instrument rated. Pilots are assigned to NOAAs Aircraft Operations Center (AOC) at MacDill AFB, FL on a rotational basis. Often these rotational assignments involve removing the pilot from a flight status for up to three years. During this time they perform critical administrative functions. Upon completion of their non flight assignment, they return to AOC to resume flight duties. In order to safely return them to a flight status, AOC requires a standardized training curriculum that provides critical ground, simulator, and flight training. Description: Contractor shall provide all ground, simulator, and flight training (to include FAA evaluations) as required by the terms. All training is to be conducted in accordance with Federal Aviation Regulations (FAR) Part 141 guidelines. To the extent required by the FAA, all personnel performing work under the order shall possess proper certification and training. The AOC requires that the contractor accomplish the entire statement of work at a single contractor location and at a contractor facility. Delivery orders may be issued orally, by facsimile, or by electronic methods to be followed by a formal delivery order issued as a modification. The Government AOC contact together with the contractor shall be responsible for coordinating the actual scheduling (day-month-year) of training attendees within the effective performance period. Orders are considered complete when the AOC and the contractor confirm the attendance of the trainee and receipt of required certifications. FAA Part 141 Pilot Refresher Training Requirements: Contractor/Course shall provide: 1.Minimum of 80.0 hours of Academic Instruction to include Federal Aviation Regulation (FAR) Commercial Pilot and Instrument Pilot Procedures, 2.Minimum of 4.0 hours of Instruction in a Multiengine Flight Trainer/Simulator, 3.Minimum of 10.0 hours of Dual Flight Instruction (not to include evaluation flights) in a Multiengine Aircraft, 4.Minimum of 9.0 hours of Pre-flight Briefings/Instruction, 5.Administer a Biannual Flight Review in accordance with FAR 61.56, 6.Administer a Pilot In Command Checkflight in accordance with FAR 61.31(e)(1), 7.Administer a Multiengine Instrument Proficiency Checkflight in accordance with FAR 61.57, 8.Provide Books and Supplies for course and for training, 9.Student must have option to remain with instructor for duration of training, Schedule: Because of the operational commitments and personnel schedules, the Government requires individual delivery orders issued off the purchase order to be completed within six (6) weeks of commencement by the pilot. Contractor and trainee shall mutually agree on schedule for training dates and times. Period of Performance: The period of performance of this contract is from date of award through September 30, 2010. Thereafter, the Government will have an option to renew the order for three additional years. Option year I - October 1, 2010 thru September 30, 2011 and option year II - October 1, 2011 thru September 30, 2012 and option year III October 1, 2011 thru September 30, 2013. Delivery Requirements: The Government shall assume the costs associated with pilot's travel to and from the contractor facility as well as lodging and per diem costs during training. Government Property: All Government owned parts, equipment, and property used during the training shall be returned to the Government. The cost of shipping the returnables shall be the responsibility of the Government. Quality Assurance: AOC may have a representative witness any part of the work performed under the purchase order. The contractor shall keep the AOC point of contact informed of the trainee progress and schedule. PRICE/QUOTE: This is an order for commercial services. Federal Aviation Administration 142 or Code of Federal Regulations Part 61/91 certified Flight schools or Agencies are exempt from the Service Contract Act. The line item will be quoted in accordance with the terms and conditions and specifications specified herein. Prices quoted for contract line item numbers 0001, 0002, 0003, and 0004 shall be firm-fixed-price inclusive of all costs. Line Item 0001: Date of award thru September 30, 2010. Pilot Refresher Training to include refresher academic, ground, simulator and flight training for AOC pilots to include all books, supplies, drug testing, and cost of flight exams including cost of aircraft and designated examiner. A completed copy of the provisions contained in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (annual certification may be made at http://orca.bpn.gov and stated in the quote that ORCA has been completed), 2. Provide copy of documentation to show it is currently a Federal Aviation Regulation Part 61 or Part 141 Certified Flight School or Agency 3. Provide proposed facility location, number of instructors, structured training programs, and infrastructure to include type and quantity of simulators and aircraft to be used 4. Provide student completion rate (rate of 90% is desired) 5. Provide student to instructor ratio (ratio of 5 to 1 is desired) 6. Provide the number and qualifications of trained instructors at contractors training facility 7. Provide available lodging information, name and address of no more than 3 locations 8. Past Performance References to include recency of experience and qualifications (no more than 3), 9. Pricing Information EVALUATION: The evaluation of quotes will be conducted as a commercial item acquisition in accordance with FAR Part 12. Contractor must be a FAR Part 61 or Part 141 certified Flight school or agency. The evaluation of quotes shall be based on the offeror's responsiveness to the items listed, past performance information, location of contractor's facility, number and qualifications of instructors, type and number of aircraft and avionics to be used in training, student completion rate, and instructor ratio, and offeror's price proposal. The Government will award the order to the contractor that is considered the best value: price and other factors considered. All responsible and interested firms may submit a response which, if received by the time specified above, will be considered by the agency.
