- On a SOLE-SOURCE basis, the U. S. Department of Transportation (DOT) plans to issue a SOLE-SOURCE Contract to the Montana State University (MSU), for the MSU’s Western Transportation Institute (WTI) to enhance, expand and further the development of the original National University Transportation Facilities resource document developed by the MSU WTI Center in 2008, and to create a searchable database-driven website. The “National University Transportation Center Laboratory Facility” resource document created and completed by the MSU WTI contains information on existing or planned university-based transportation related research areas and laboratory facilities at National University Transportation Centers (UTC). The goal in developing the document was to (a) provide a reference “tool” of available national assets that could be used by federal, state, local, tribal, and private sector industry transportation professionals; (b) increase awareness and encourage laboratory utilization; and (c) reduce the potential for redundancy in the facilities offered to maximize federal funding. The original document synthesized laboratory information from eight of the ten national UTCs. The document is an excellent initial resource, but it has two primary drawbacks: (1) it does not yet contain information about the remaining 115 UTCs; and (2) adding information about additional UTCs in the current paper format would create a document that is cumbersome and difficult to update. MSU proposes to work in partnership with the DOT Research and Innovation Technology Administration (RITA) to expand and enhance the original resource document by (a) creating a user friendly UTC laboratory reference tool maximizing the use of laboratories by other universities, public agencies and private entities; and (b) surveying all 125 UTCs to collect similar information on their laboratory facilities; and (c) creating a searchable database-driven website where the information can be posted and easily accessed by users. Because MSU initially developed the “National University Transportation Center Laboratory Facility” resource document, and because MSU is the only known entity that has the necessary resources, specialized capabilities and ready access to additional academic and industry expertise, DOT’s RITA believes that MSU is uniquely qualified to carry out the specialized nature of the required work at the high level of quality indispensable to DOT. Notwithstanding the overwhelming SOLE-SOURCE qualifications thought to be possessed by MSU, any organization OTHER THAN MSU that believes it is capable of enhancing, expanding and furthering the development of the original National University Transportation Facilities resource document developed by the MSU Center, by creating a searchable database-driven website, may e-mail a Statement of Qualifications to Mr. Tyrone Moorer, at tyrone.moorer@dot.gov, not later than 4:15 PM Eastern Daylight Time January 7, 2010.
