- Bridge action for the Air Vehicle Engineering Department (AIR 4.3) and the Manned Flight Simulator/Air Combat Environment Test and Evaluation Facilities (AIR 5.4) located at the Naval Air Warfare Center Aircraft Division Patuxent River, MD. The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to negotiate on a non-competitive basis with Science Applications International Corp. (SAIC) to extend the performance period of the existing contract (N00421-04-C-0013) until June 30, 2010. This effort will involve a maximum of 50 man years of Engineering and Technical Services. These man years are currently available on the existing contract. Note: A sources sought synopsis has been issued in preparation for issuing a competitive solicitation (N68335-09-R-0215) to provide these services in the future. The Government intends to procure the above services under the authority of 10 USC 2304(c)(1), FAR 6.302.1 (2) (iii), as a bridge action between the existing contract and the follow-on competitive acquisition, in order to provide continuity of services. Award to any other source would result in unacceptable delays in fulfilling Government requirements. Reference note 22. The technical and engineering services are currently provided by SAIC on contract N00421-04-C-0013. The Period of Performance for this contract was set to end on December 31, 2009 and shall be extended to June 30, 2010 by this action. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government to open the requirement to competition based on the response to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice.
