- Quality Assurance Surveillance Plan (QASP) Conform copy for Modification to W91B4N-10-R-5020-00001 Modification to W91B4N-10-R-5020-00001 Solicitation for Subject Matter Experts (SME) to Ptovide Information Technology Support. Statement of Work (SOW) is included. See Attached Solicitation Document: W91B4N-10-R-5002 Requirement Bagram Regional Contracting Center (BRCC) has a requirement for highly qualified civilian contractor subject matter experts (SME). These SMEs would work within the contraints of the CJTF-82 deployed operational environment and work side-by-side with Military personnel supporting them within the area of their expertise. The duties described henceforth are not limited to within the CJ6 office, as support may at times be required within other Staff Sections within the CJTF-82 organization, and potentially at other location within the CJOA, although the primary work location shall be located at Bagram Air Field, Afghanistan. Additional Information The anticipated contract type is Firm-Fixed Price. The resultant contract for this acquisition will be for a basic period of twelve (12) months and three (3) one-year option periods with a planned start date of 1 February 2010. The North American Industry Classification System (NAICS) code for this procurement is 541513, Computer Facilities Management Services. The successful contractor will be selected utilizing lowest price technically acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2. If the lowest priced proposal is found to be unacceptable, the next lowest priced offer will be reviewed, and so on, until one is found to be technically acceptable. To be found technically acceptable the offer must meet all of the specifications listed in the solicitation. This requirement is solicited under FAR Part 12 utilizing commercial acquisition procedures. The solicitation MUST be downloaded from Federal Business Opportunities (FedBizOpps) at www.fbo.gov. Do not request via fax or mail. No paper copies will be issued. It is important to check this site frequently for any updates/amendments. 52.232-18 AVAILABILITY OF FUNDS (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Contractor must be registered with the Central Contractor Registry (CCR) ( www.ccr.gov ).
