- THIS IS A SOURCES SOUGHT NOTICE FOR THE UNITED STATES COAST GUARD (USCG) RESEARCH AND DEVELOPMENT CENTER (RDC) IN NEW LONDON, CT. This Request for Information (RFI) is part of a market research effort to assess industry capabilities that will best address the USCG's need. The USCG RDC is chartered to conduct research, development, testing and evaluation activities. The USCG RDC is seeking sources capable of providing handheld biometrics collection devices for use by USCG boarding teams in their mission. This device must be able to acquire 10 fingerprints and facial images of persons encountered by the USCG at sea. Environments for such biometrics activity may include collecting biometrics from the deck of a 87' or 110' Coast Guard patrol boat, the deck of larger cutters ranging from 210' to 378', and the decks of commercial freighters. The handheld biometrics collection devices shall: (1) Be able to capture 10 flat digital fingerprint images and digital facial images; (2) Be able to display the quality of fingerprints during capture process; (3) Have the option to auto-capture the fingerprint when it reaches acceptable quality; (4) Be able to create Electronic Fingerprint Transmission Specification (EFTS) records that meet the FBI EFTS Appendix F; (5) Be able to capture facial images that meet facial matching quality and be configurable to capture images of less quality; (6) Be able to perform standard fingerprint image compression, extraction, image quality detection and image cropping to create an EFT image; (7) Be able to assess and optimize facial quality at time of capture; (8) Be able to capture all data for the EFTS record in less than 1.5 minutes; (9) Be able to perform all functions (including digital fingerprint scans and facial photos) in a range of environmental conditions (20 - 120 degrees F, relative humidity up to 100%, rain, direct sunlight, and near darkness as experienced in night operations, humidity transition (from 20% to 100%), thermal transition (from 60to 120 degrees)); (10) Be portable, handheld, battery powered, hot-swappable (supporting a minimum of 5 hours of continuous operation) and operate independently from a laptop or desktop computer; (11) Be able to be used in a moving environment (including varying sea states up to 6 foot seas) with significant vibration and noise; (12) Be rugged, i.e. able to withstand a fall of 5 feet (MIL SPEC 810F); (13) Be dust and water resistant (meet a minimum ingress protection (IP) rating of 64); (14) Be able to function in direct sunlight and dark (biometric capture and visibility of screen to operator); (15) Be able to operate with covert alert options; (16) Weigh less than 3 lbs (with battery); (17) Be constrained to only Government-Off-the-Shelf (GOTS) and Commercial-Off-the-Shelf (COTS) systems; (18) Be able to capture wet or dirty fingerprints; (19) Be able to log all operations performed; (20) Be encrypted or able to encrypt files specified by the AES-256 standard; (21) Be able to capture additional data (in addition to biometric data) that is configurable and may include information such as an ID number; (22) Be able to be operated by a single user using only one hand; (23) Be able to save all data prior to shutting off due to power failure; (24) Be able to capture and store up to 400 EFTS records; (25) Be able to search fingerprint templates stored on the unit; (26) Be able to transfer all information from the device to a workstation through active synch or other standard hardwired means (for example a USB connection); (27) Contain wireless transmission capabilities to meet CG CIO Wireless Policy (CI 2010.2 USE OF UNCLASSIFIED WIRELESS DEVICES, SERVICES, AND TECHNOLOGIES signed 12 Feb 2007); (28) Be able to start up in less than 1 minute; (29) Be able to be tethered, strapped, or holstered to the user; (30) Be supported by the vendor with a system warrantee of at least two years. (31) Must be in current production. Statements addressing the above capability areas shall be limited to ten (10) pages and must include the business size with regard to NAICS 334119. Page limit does not apply to all certification documentation and Handheld notification documents if provided. INFORMATION COLLECTED THROUGH THIS ANNOUCEMENT WILL BE REVIEWED BY INDIVIDUALS FROM THE USCG AND FROM SCIENCE APPLICATIONS INTERNATIONAL CORPORATION (SAIC). NOTE: NON-GOVERNMENTAL PERSONNEL WILL BE REQUIRED TO SIGN A NON-DISCLOSURE AGREEMENTS (NDA) PRIOR TO REVIEW OF RFI RESPONSES.
