- This is NOT a solicitation announcement. This is a sources sought notice (SSN) for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Since this is a sources sought notice, no evaluation letters and/or results will be issued to the respondents. The General Services Administration (GSA) has a requirement for professional economic services to assist it in representing the “consumer interests” of Federal Executive Agencies (FEAs) at telecommunications proceedings conducted by the Federal Communications Commission (FCC), State Public Utility Commissions (PUCs) (the term PUC also refers to organizations conducting State government’s telecommunications proceedings under a different name such as State Corporation Commission, Public Service Commission, etc.), and other judicial and administrative forums. The proposed period of performance for this contract will be for one base year period with four one year options. In addition to this, professional economic services are needed to assist FEAs in matters that require expert knowledge of the telecommunications industry and in matters that require expert knowledge of the Federal and State regulation of the telecommunications industry. This telecommunications assistance will include, but will not be limited to: (i) research and analysis of tariff filings, investigations and proceedings affecting telecommunications rates, (ii) develop draft telecommunications regulatory filings, (iii) serve as telecommunications expert witness in front of regulatory bodies (accepted as an expert by regulatory bodies) (iv) development and presentation of material to judicial and administrative forums, (v) evaluation of proceedings, and (vi) investigation and study of the prices for telecommunications services. Firms that qualify as a Small Business under the size standard for North American Industry Classification System (NAICS) 541611 ($5 million in annual revenue) are encouraged to notify the Contracting Officer by January 4, 2010, of their interest in this procurement. The notification should include a detailed description of the firm’s capacity to perform the required work. Brochures alone are not sufficient documentation for demonstration of capabilities; please provide the company’s business size along with the company's website address.
