- ITAR Certification/Visitor’s Badge Request (attached) It is the intent of the Missile Defense Agency (MDA) to award competitive, Indefinite Delivery Indefinite Quantity contracts with Cost Plus Incentive Fee, Cost Plus Award Fee, and Cost Plus Fixed Fee CLINs to continue support of the MDA Airborne Sensors (ABS) program. The Airborne Sensors (ABS) program focuses on limited, streamlined development/integration of airborne sensor assets and flexible contracting vehicles to support a wide variety of MDA and other government agency customers. The ABS program directs the design, development, integration, test, operation, maintenance, improvements, modernization, mission support and mission data reduction/analysis activities of the MDA High ALtitude Observatory (HALO) I & II aircraft (Gulfstream IIB), the HALO III aircraft (Gulfstream IISP); the Widebody Airborne Sensor Platform (WASP) aircraft (McDonnell-Douglas DC-10), and any future MDA or MDA sponsored test support aircraft. A draft RFP will be issued in December 2009 in order to provide Industry the opportunity for review and comment. Questions and comments must be submitted to the PCO not later than 4 January 2010. The Government reserves the right to decline to review questions submitted after the 4 January 2010 cut-off date. Questions and comments considered proprietary shall be labeled as such. This acquisition is pursuant to the authority of FAR 6.102(b). The Agency intends to release the request for proposal in early 2010. The contract(s) will have an initial performance period of five years, with five one-year options. Industry Days will be conducted early to mid-January 2010 at Lake Charles, LA and Tulsa, OK for the purpose of allowing interested Offerors to view the WASP aircraft (Lake Charles) and HALO-I, -II and -III aircraft (Tulsa). The schedule is subject to change due to mission support requirements and an additional location may be required to view all aircraft. An ABS Program Training briefing is available on the Bidders’ Library DVD (see below) and provides an overview of the program. Offerors who wish to attend the Industry Day in Lake Charles must provide the following to the Procurement Contracting Officer (PCO), Ms. Belinda Williams (Belinda.williams@mda.mil), with a courtesy copy to Ms. Gwen Mills (gwen.mills.ctr@mda.mil) not later than 31 December 2009: - Attendees names - Northrop Grumman ITAR Certification/Visitor’s Badge Request (attached) Offerors who wish to attend the Industry Day in Tulsa must provide the following to the PCO, Ms. Belinda Williams (Belinda.williams@mda.mil), with a courtesy copy to Ms. Gwen Mills (gwen.mills.ctr@mda.mil) not later than 31 December 2009: - Attendees names - VAR submitted through JPAS; applicable contractor cage code is 8M191 (Unclassified) At the Industry Day, the Government will provide a date by which questions generated by the Industry Days shall be forwarded to the PCO so that answers can be posted to the FBO website for the benefit of all Offerors. Technical data will not be released on the FBO website. It is the Offeror’s responsibility to request a copy of the Bidders’ Technical Library on DVDs from the PCO. The content of the Bidders’ Technical Library is unclassified but should be treated as For Official Use Only (FOUO). Mailing or pick up arrangements can be made with the PCO. All documents may not be available immediately. Offerors are advised to monitor the FBO website to determine if new and/or updated data is available.
