- The U.S. Army, Army Contracting Command (ACC) Joint Munitions and Lethality(JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of Benet Laboratories, Watervliet Arsenal, Watervliet, NY 12189-4000 is conducting market research to locate companies interested in entering into Blanket Purchase Agreements (BPAs) with the U.S. Government. Interested sources should be capable of providing the U.S. Government with instrumentation and programming configured to meet end user necessities and requirements for efficient testing of ballistic R&D application components. Products include, but not limited to, data acquisition systems, programming of test systems with logical user interface, reconfiguration of existing systems and schematics for integration of measurement devices. Systems are to be based on LabView and must use the same formats as the Integrated Ballistics Data System used at Yuma Proving Grounds. Ability to modify and adapt existing IBDS code to add new hardware/test setups while maintain existing data formats and user interfaces is also required. Applicable Documents: American National Standards Institute (ANSI)American Society for Testing and Materials (ASTM) standardsUnderwriters Laboratory (UL)American Iron and Steel Institute (AISI) material standardsOccupational Safety and Health Administration (OSHA) Standards Companies are invited to indicate their interests and capabilities by providing specifications, brochures, information pertaining to experience on previous projects, specific work previously performed or being performed and any other specific and pertinent information as it pertains to this particular area of procurement that would enhance our evaluation of the information submitted. All information is to be submitted via email at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small IAW FAR 19.102, and a copy of the most recent ORCA certifications. Please provide the name of your company, address, POC, phone/fax number and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. Interested companies are encouraged to submit their capabilities/qualifications data no LATER than December 24, 2009. This is a Sources Sought/Market Survey Announcement and submission will be used for informational and planning purposes only. This notice does not constitute a formal request for Proposal (RFP)/Request for Quote (RFQ), nor is the Government obligated to issue the RFP/RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey.
