- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute for the National Institute of Biomedical Imaging and Bioengineering (NIBIB) to negotiate and award a contract on a sole source, noncompetitive basis to GE Healthcare Bio-Sciences, 800 Centennial Avenue, Piscataway, NY 08854-3911 for a service agreement for the AKTA Purifier10. The period of performance is for a year with the potential for two option years. The Dynamics of Macromolecular Assembly group is conducting collaborative research in the characterization of the thermodynamic and dynamic aspects of proteins and protein interactions. One of the major tools applied in the research is the AKTA Purifier10. The AKTA Purifier10 is a chromatography system used to purify and separate proteins from buffer contaminants and from other protein in solutions. After samples are run through the AKTA Purifier10, it is insured that the protein under study is a pure product and at its most optimum condition. It is essential to the research to maintain the AKTA Purifier10 in the best possible working condition. Routine maintenance is performed to keep the AKTA clean and running well, however, many calibrations and repairs require a qualified expert. The maintenance contract covers unlimited repairs, travel, parts, labor, and includes one Preventive Maintenance visit per year. The Preventive Maintenance visit saves valuable time and money as it trouble shoots many possible problems which could occur. In addition, service technicians have been prompt, helpful, and extremely qualified when called for repairs. GE Healthcare is the sole provider of this service contract and only GE Healthcare Field Service Engineers are qualified to work on this equipment and their software. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 811219 and the Size Standard is $7.0M. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
