- Solicitation Number: R-2009-AY-00471 Notice Type: Notice of Intent to Sole Source and Sources Sought This notice is being publicized in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring the Contracting Officer to disseminate information on proposed contract actions expected to exceed $25,000. Further in accordance with FAR 6.302-1, it is the intent of the Housing and Urban Development agency (HUD) to award a one year contract to Electronic Data Systems (EDS) for software support services for the Single Family Acquired Asset Management System (SAMS). The support services will be contracted through the vendor owning the proprietary financial management system software package (INCASE tools) Potential sources may submit resumes or personnel information plus information specific to their company including name, point of contact, size of business, and company profile. In addition, the potential source should include any pertinent information on contracts that have been performed by the company, similar in size and complexity to this effort, working knowledge of Government Property Asset Management system, Housing and Community Development Act of 1987 and Section 255 of the National Housing Act, and the Insurance Accounting Collection System (IACS). The Department of Housing and Urban Development (HUD), Office of the Chief Information Officer, Washington, DC, is seeking sources to support HUD's core Property Asset Management System (SAMS) of which HUD does not control the source code. INCASE is proprietary software owned by EDS. The technical support services being sought requires a contractor to: 1) analyze client SAMS application, 2) troubleshoot and provide online (INCASE) and reporting (NOMAD) changes to support department and regulatory requirements, 3) perform operational support, 4) provide secondary cycle support, 5) develop design documents and customize SAMS software to support user requirements, 6) provide SAMS software maintenance support to existing EDS source code and develop formal software release with notes and documentation, 7) conduct unit and system testing for all custom SAMS software releases for validation and verification quality assurance, 8) integrate SAMS baseline upgrades into the HUD environment and, 9) provide support for SAMS off-line batch processing. The potential source must have specialized experience with HUD's SAMS INCASE software, COBOL programming, NOMAD, VSAM, DB2 and client-server user interface. EDS was provisionally determined to be the sole source for this award because EDS developed, maintains, controls and claims to own all the proprietary rights to the underlying source code that operates this system. As a result EDS at this time is the only responsible source to provide the necessary technology and experience to provide these services. All responsible sources may submit a response describing your capabilities which HUD will consider. Any response must describe how your firm intends to operate the Single Family Acquired Asset Management System without access to the underlying source code.
