- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This requirement is for the Joint Multi-Mission Submersible (JMMS) Silver-Oxide/Zinc Batteries in accordance with Government specifications and CDRLs. A firm-fixed price contract is anticipated. Phase I will consist of two half-string batteries, thirty test cells, and data. Testing of the two half-strings and thirty test cells will take place during this phase. Each contracted vendor shall, under Phase II, design and produce one complete JMMS ship set for Government testing. The Contracting Officer may award the Phase III option to one or more contracted vendors in the down-select decision based on evaluation factors established in the source selection plan. The option will consist of a production IDIQ minimum/maximum quantity of 1/7 complete ship sets and data. Multiple awards are possible for Phase I. If multiple awards are made for Phase I, each contractor will receive a contract for two half-string batteries, thirty test cells, and data. These contractors will also be required to provide one complete JMMS ship set for the Phase II effort. Following the evaluation of Phases I and II, it is planned one or more vendors will be awarded a Phase III option for JMMS production ship sets. This procurement is 100% set aside for small businesses. Contractors must be registered with the Central Contractor Registration database and must be certified under the Joint Certification Program in order to gain access to the specification. Other requests to receive the data shall be referred to Commander, Code CXMQEQ, NSWC Crane, Indiana 47522-2001. Delivery is required F.O.B. Destination. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering technical, past performance, schedule, management plan and price related factors for Phases I and II. Phase III will be awarded to one or more contractors based on technical factors and price. The applicable NAICS classification is 335912.
