- Description
- The Virginia Contracting Activity (VACA) is seeking small business sources to provide a complete range of deployment services for the Defense Logistics Operations Command (DLOC) Center. VACA is looking for firms performing deployment services to: (a) Provide staff to manage various DIA sub-units' administrative/human resource pre-nomination processes whereby civilian and military volunteers are sought to continually fill projected deployment vacancies tasked to the unit with vacancies and rotations known 90-180 days out; (b) Provide staff to manage and execute an integrated deployment center staffed with personnel responsible for managing the Agency's overall personnel deployment process for civilians, military and contractor personnel for Pre-deployment preparation and Post-deployment re-integration support; (c) Provide staff to manage and execute logistics services related to deployments, including: Armory services, Cargo and passenger transportation services, Central Issue Facility (CIF) services and Logistics planning services; (d) Provide staff to execute Agency deployment weapons instruction policies and procedures on agency standard ammunition and weapons for initial and re-qualification training and the operation and maintenance of Fire Arms Training System and Laser-Shot Range Trailer; (e) Provide deployed staff to perform in-theater support to include: In-theater reception, staging, onward movement, and integration (RSOI) of deploying personnel and cargo, including aerial port operations and cargo management and ground transportation of personnel between aerial ports and designated points; and On-site armory, vehicle management, lodging management, facility management, supply, and small-scale, austere warehousing operations; (f) Provide both deployed and non-deployed staff performing personnel support of deployed civilian, military, and contractor personnel, including time and attendance support for deployed civilians, Monitor and manage military and civilian annual and end of tour evaluation submissions and awards and decorations; (g) Provide modeling and simulation (M&S) support of the overall deployment process. This is not an RFP, no cost estimates are requested and the Government will not pay the costs for submission of capabilities information. Information must be submitted in 12 font, Times New Roman and may not exceed 10 (ten) pages. The title page must be named "Deployment Services". Capabilities information is due no later than 23 December 2009, 12:00 noon, EST.
