Description
Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC is issuing this Sources Sought to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) and/or Small Disadvantaged Businesses (SDB) that are capable of meeting this construction requirement. The construction need is relative to Project No. 926CM2002 entitled Washington Crossing National Cemetery Phase 1B Development in Newtown, Pennsylvania. This project is intended to provide a ten year gravesite inventory of both caskets and cremain sites consisting of approximately 15,500 full casket gravesites (15,350 pre-placed crypts and 150 direct burials), 6,500 in-ground cremation sites, and 4,150 columbarium niches. In addition, the project will provide for the following supporting infrastructure: access roads, entrance area, public information center, administration and maintenance complexes, flag and assembly area, memorial walkway and donations area, committal service shelters, roadway system and parking, site furnishings, grading, drainage, fencing and landscaping, irrigation and utility distribution systems, and environmental preservation and mitigation areas. This project will develop approximately 45 acres of the approximately 205-acre site. The estimated cost range for this project is between $10,000,000 and $20,000,000. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. The award of a firm fixed-price construction contract is anticipated. Interested bondable small businesses having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this sources sought announcement. Responses must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety); and (4) Construction experience of similar projects in size, scope and dollar amount (minimum 3). You are required to E-mail your responses to the Contracting Officer (Derek Underwood) at Derek.Underwood2@va.gov no later than 4:00 pm EST on December 23, 2009, and in the subject line state Washington Crossing National Cemetery and Company Name. Please note that this is not a request for proposal (RFP) and the government is only seeking information for market research purposes only. The government may or may not issue solicitation documents.
