- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified small business sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to the North American Industry Classification System (NAICS) code. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources. Only small business sources shall respond to this sources sought synopsis. Project Title: “Consumer Coalition for America ’s Mental Health (CCAMH)” Project Description: The Consumer Coalition for America’s Mental Health (Consumer Coalition) initiative is designed to assist in mental health systems transformation by developing and sustaining a coalition of mental health consumers along with family members, providers, advocates, researchers and others designed to improve mental health in America. The Consumer Coalition initiative will conduct outreach to engage as large as possible a number of mental health consumers as well as family members, providers, researchers and others and will review, development, disseminate and implement best methods for the organization and financing to establish self-sustaining not-for profit national membership organizations dedicated to the transformation of mental health. This will include: 1) Providing technical assistance, training, teleconference, website, and materials for membership outreach and engagement efforts to supporting the adoption of recovery-oriented policies and practices. 2) Analyzing, formulating and recommending public policy to foster mental health transformation. 3) Providing nationally developed educational resource materials, and, 4) Evaluating national coalition-building and recovery adoption initiatives to inform ongoing program efforts. The contractor will be required to: 1. Conduct an environmental scan of the state of effective coalition building efforts both inside and outside of the mental health field; and create a situational analysis of the results. 2. Develop a national coalition of consumers and others to transform mental health systems, including the development and implementation of training and outreach materials for educating and engaging membership. 3. Create a resource center for coalition development, membership outreach, and education on mental health transformation; the target audience will be mental health consumers, but will also engage family members, providers, advocates, researchers, and others. 4. Convene an annual national consumer leadership forum for coalition members to learn the latest efforts to transform mental health. 5. Create a resource center website on the SAMHSA web portal to be a central repository for developed and existing information and materials around mental health consumer coalition development, outreach approaches, and transformation strategies. 6. Develop an on-line database of journal articles, scientific studies, and other publications around the topic of mental health coalition building and mental health transformation. 7. Provide informational updates to listserv members on website updates and information on new or existing information on coalition development, outreach, and transformation activities. 8. Provide technical assistance to inquiries from consumers and others regarding mental health consumer coalition development and operations and transformation approaches. 9. Conduct policy analysis regarding mental health transformation – including the review and translation of research and performance data - and develop briefing papers, including fact sheets, brochures, and tip sheets for policy makers and the general public. 10. Coordinate teleconferences on various topics around mental health consumer coalition development and outreach strategies. 11. Develop and submit annual reports on the progress of tasks. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 20 pages (Times New Roman font size 10 or larger). A copy of the company capability statement will also be accepted as supplemental information. The anticipated period of performance is 60 months (base year and 4 option years). After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Response to this notice shall include company name, address, point of contact, size of business pursuant to the NAICS code, and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran-Owned or Veteran-Owned business? 7. Describe your proven capability for conducting extensive situational analyses, including literature reviews, key informants, and other strategies. 8. Describe your proven capability for coalition building and operations. 9. Describe your proven capability in fostering mental health transformation. 10. Describe your proven capability for involving mental health consumers in all aspects of project and organization activities. 11. Describe your corporate experience and capability in the establishment and development of national membership organizations to promote the interests and needs of consumers of mental health services, their family members and those at risk of developing mental health problems. 12. Describe your proven capability for writing and producing informational materials at the highest-level communication standards. 13. Describe your proven capability and capacity to provide technical assistance and manage communications in a variety of formats and media including site visits, training, telephone and teleconferences, presentations, email, meetings, workshops and conferences. 14. Describe your proven capability to provide culturally-competent services. 15. Describe your proven capability to develop and manage state-of-the art internet-based informational resources. 16. Describe your proven capability for conducting expert analyses of mental health policy issues. 17. Describe your proven capability for providing meeting and conference management support. 18. Describe your proven capability for program evaluation. 19. Describe your proven capability for database development. 20. Describe your proven capability for managing and providing leadership to a staff of writers, policy analysts, computer programmers, editors and other staff that would be devoted to this project. 21. Describe your proven capability for producing technical reports. 22. Describe your proven capability for responding to a variety of requests for information with quick turnaround times. 23. Describe your staff capability regarding qualifications and relevant experience to perform the required tasks. This is not a request for proposals and in no way obligates the Government to award any contract.
