Description
Justification and Approval This is a notice of intent to award a sole source requirement to Pacific Auto Leasing, LLC, dba Thrifty Car Rental in Saipan, MP for 25 lease vehicles. Vendor will lease 25 Vehicles to CBP for CBP assignment to TDY Detailees for commuting use on the CNMI Islands of Saipan and Rota. The vendor will include the following provisions with the rentals: • 25 - 2009 Sport Utility Vehicles pursuant to the terms and provisions of the DTMO rental car agreement 4; • License and Registration, as required per CNMI, included in the monthly rental costs; • Unlimited Mileage for the vehicles; • A replacement vehicle of similar make, model and year, for any leased vehicle that becomes totally unfit for operation due to manufacturing defects, vandalism or theft; • Replacement of tires due to normal wear and tear, and properly rotated to extend tire life; • An immediate replacement vehicle of similar make, model, and year, for any leased vehicle that becomes unfit for operation due to circumstances arising out of collision through no fault of CBP or its personnel; • An oil change per vehicle every three months, at no cost to CBP; • An annual tune-up per vehicle, at no cost to CBP; • One monthly Exterior and Interior cleaning per vehicle, at no cost to CBP; • Pickup and return per vehicle to the respective airport for each required service, oil change, annual tune-up, and a replacement equivalent vehicle whenever a serviced vehicle can not be returned within an eight-hour period; • 24-Hour On-Call Service and free towing for each leased vehicle for any out of service vehicle due to no fault of CBP or its personnel; • Each vehicle will be driven by multiple CBP personnel; • Pickup and transport to the vendor’s location of the designated CBP Officer per vehicle for obtaining the lease vehicle; and, • A full tank of gas when delivered to CBP. The vendor location is required to be located within the Commonwealth of the Northern Mariana Islands. Additionally, the vendor is required to be an approved vendor under the U.S. Government Car Rental Agreement Number 4. Thrifty Rental Cars is the only U.S. Department of Defense Travel Management Office's approved vendor for supplying the U.S. Government with rental vehicles pursuant to the U.S. Government Car Rental Agreement Number 4 on CNMI Saipan. This proposed contract action is for the products and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2(a)(2)(b)(1). This notice of intent is not a request for competitive proposals and an RFQ will not be issued.
