Description
NASA/KSC plans to issue a competitive procurement that will identify a contractorthat can provide the technical approach and prototype for development of the highefficiency transfer line (HETL) as defined per the requirements under the Statement ofWork (SOW).Currently the LC-39 hydrogen transfer system at KSC uses a 1200 foot long vacuum jacketedline with multi-layer insulation that was originally built for the Apollo Program in the1960s. Projected future launch requirements drive the need for much higher cryogenicpropellant storage capacity and processing efficiencies at KSC. A higher efficiencytransfer system, combined with a re-liquefaction capability in the storage tank canminimize total propellant losses and thereby decrease total storage volume requirements.The contractor shall provide engineering analysis that defines a concept for thefull-scale HETL that will act as a replacement for the existing launch pad cross countrylines, the existing tanker connection lines, and a potential new long distance transferline to the pads from a central facility.The contractor shall design, fabricate, and deliver (to KSC) a HETL prototype based onhardware, performance, fabrication and verification requirements. The design shall alsoinclude engineering analysis.All fabrication and verification requirements are the responsibility of the contractor.Certificates of the inspection and testing shall be provided along with contractorsdelivery of the HETL prototype.The procurement will be done in two phases. A summary of the activities required forPhase I and Phase II are as follows:Phase I1. Full-scale HETL concept and engineering analysis2. HETL prototype design, analysis, and hardware fabricationPhase II1. Sub-scale HETL design, analysis, and hardware fabrication, including control valve andinstrumentationThe Government does not intend to acquire a commercial item using FAR Part 12.See Note26.This procurement is a total small business set-aside. See Note 1.The NAICS Code and Size Standard are 332420 and 500, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is on or about January 19, 2010 with ananticipated offer due date of on or about February 18, 2010.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
