- NASA/GRC has a requirement for an Integrated Mass Spectrometer Upgrade (IGA SerialNumber HAL-IGA-0109). NASA/GRC intends to purchase from Hiden Analytical, Inc. the added integrated massspectrometer needed to study the high temperature absorption properties of experimentalceramic materials. GRC will negotiate with Hiden Analytical Inc. for the renewal of asoftware license package to automate a series of test simulations using computers ownedand located at GRC. The mass spectrometer is needed because our current capabilities willnot support state of the art research in advanced material development as directed bycurrent programs. The statutory authority permitting other than full and open competitionis 10 U.S.C. 2304(c), only one responsible source, Hiden Analytical Inc., and no othersupplier will satisfy this agency's requirement. Hiden Analytical Inc. is the originalequipment manufacture for a GRC owned thermogrivimetric analysis (TGA) system. Marketresearch showed no other company worldwide with similar test system experience. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 14, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
