Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neurosciences, Station Support/Simplified Acquisition Branch, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate on a noncompetitive basis with Lyme Computer Systems, Inc, One Lyme Common, Lyme, NH 03768-0290 for a Matlab License Renewal with GSA schedule holder. This acquisition will be processed in accordance with the Simplified Acquisition Procedure FAR Part 13.106-1(b). The Government is in the process of purchasing a Statistics from GSA contract held by Lyme Computer. This application helps them coordinate behavioral data with functional imaging data. Renewing our maintenance will provide us with telephone and email technical support, new releases, access to trials and upgrades. This will enable the researchers to continue their important work. Thus saving the map group critical time and increasing research efficiency. Many of the researchers use the Matlab application. Therefore based on the aforementioned facts, only one responsible source and no other supplies or services will satisfy agency requirement FAR 6.301-1. Interested parties may identify their interest and submit statement of capabilities in response to this synopsis on or before 3:00 pm December 14, 2009. All information furnished must be in writing and must contain sufficient details to allow the government to determine if it can meet the above unique specifications described herein. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposed of determining whether to conduct a competitive procurement.
