Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate, evaluate, and award a purchase order on a sole source basis to Stephen L. Foote, Ph.D, to continue to develop the scientific content of NIMH’s Strategic Plan in response to the Combating Autism Act of 2006. Dr. Foote has extensive leadership experience broadly in neuroscience, and specifically in the area of autism. Dr. Foote has coordinated numerous autism research activities within NIH, across federal agencies, and in government partnerships with non-governmental organizations. Dr. Foote has had great success implementing much of the autism-related mandates of the Children’s Health Act of 2000. For example, in response to the DHHS, other agencies and departments as well. Dr. Foote has testified to Congress repeatly on autism research issues, that remain contentious and are still important focal points for NIH interactions with the advocacy program, which has a direct counterpart in the Combating Autism Act. Dr. Foote, will lead discussion with the Federal Advisory Committee and draft the scientific content of the strategic plan for the NIMH. It is anticipated a need for 375 hours over a 12-month period. Up to 3 one-year option periods are to be negotiated. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in responses to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number 1380626 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg. 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Jasmine Snoddy, Contract Specialist.
