- Evaluation Criteria Statement of Work THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-10- 00041 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. The Environmental Protection Agency (EPA) anticipates that a purchase order will be awarded as a firm-fixed price purchase. This procurement is being issued as full and open competition using FAR Part 13 Simplified Acquisition Procedures. The associated North Industry Classification System (NAICS) is 541380 and the size Standard is $12.0 million. Award will be made to a single contractor for all analyses. This procurement requires the contractor to provide all necessary personnel, facilities and equipment to determine nutrient concentrations in water samples of varying salinities beginning January 1, 2010 through December 31, 2010, with 3 additional option year periods in accordance with the attached Statement of Work. Contractor will be evaluated in accordance with the attached Evaluation Criteria. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable.
