Description
Statement of Work ALL QUESTIONS MUST BE VIA EMAIL. PHONE CALLS WILL NOT BE ACCEPTED! The United States Department of Labor (DOL) is conducting market research for an upcoming procurement requirement. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information and Capabilities Statements regarding the availability and capability of all qualified small business sources to perform DEEOIC User Interface Requirements in accordance with the attachments. DOL intends to award using a HUB-Zone certified small business set-aside, an 8(a) certified small business set-aside, a small business set-aside or under full and open procedures. If at least two responsible HUB-Zones certified small business concerns are determined by the Government to be capable of performing this requirement, the requirement will be solicited as a 100% set-aside for HUB Zone certified small business concerns. If two or more HUB Zone certified small businesses are not found capable, but two or more 8(a) certified small business concerns are, this requirement will be solicited as a 100% (8)a certified set-aside for small business concerns. If two or more 8(a) certified small business concerns are not found capable, but two or more other small business concerns are, this requirement will be solicited as a 100% small business set-aside. If capability packages are not received from at least two responsible small business concerns by the response date of DECEMBER 18, 2009, or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open procedures. Only small businesses (regardless of particular concern set-aside) are to submit capability packages. Interested small businesses that are certified and qualified as a HUB Zone, 8(a) or small business concern in NAICS code 541511 with a size standard of $25.0M are encouraged to submit their capability packages. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the company's existing experience in relation to the areas specified below. Capability packages must not exceed 15 pages and must be submitted electronically. The 15 pages do NOT include a coversheet or an index. A Labor Hour, Cost Reimbursement or a Hybrid of both contract types is anticipated. Small businesses are to outline their experiences in ECS user interface solution, and vendors' specific experience in providing Service Oriented Architecture solutions using industry best practices. Responses should address the following: a. Identify the existing Federal government contracting vehicles, schedules, etc. that your company has access to, under which the work outlined in Section III could be performed. b. Describe your company's expertise and experience in developing and implementing a browser-based graphical user interface using the following tools: 1. IBM Business Space (part of WebSphere Process Server and other IBM products) 2. The open source software DOJO (Java script framework) 3. REST (Representational State Transfer) API. Address development of REST API development from both the service and the software client perspectives. Provide the: 4. Customer name (commercial company or government agency) 5. Point of contact: name, telephone number and email address 6. Government schedule or contract vehicle used 7. Contract name and number 8. Start and end dates of work performed 9. Brief high-level description of project 10. Tools employed c. Describe your company's pool of available skills to develop solutions using the following products: Product # of personnel with experience in this product Total years of experience using this product and version(s) Business Space DOJO REST API WebSphere Process Server d. Indicate your company's pool of available platforms to develop services using the following IBM WebSphere and Rational products: Product ‘Yes' or ‘No' Business Space DOJO REST API WebSphere Process Server Rational Application Developer e. Describe your company's experience in the use of Rational tools including ClearCase, ClearQuest, and Rational Requisite Pro. f. Describe mechanisms of change control and traceability matrices used on specific projects. Include how your company planned, captured, tracked, and managed changes to the system requirements, and the effect of these changes on the software development process. Describe the tools used and how they were integrated to support this process. Please cite specific projects if possible. g. Describe your company's experience with development of applications that required 508 compliance and the tools used to address those requirements successfully. h. Identify alternative technical approaches to the ones outlined in this document and why or why not these other approaches should be pursued. Areas or tasks where a contractor does not have prior experience should be annotated as such. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your company's name, point of contact (POC), address, phone number, DUNS number and CAGE CODE number. The anticipated period of performance will be one (1) year from date of contract and possibly up to 4 option years. The primary places of performance will be in Washington D.C. Contractor personnel may require a current clearance. A written Request for Proposal (RFP) will be posted on or about January 15, 2010. The RFP must be retrieved and downloaded from FedBizOps homepage at: www.fbo.gov. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below. No solicitation mailing list will be compiled. Contractors are responsible for all costs for submitting their capability packages.
