Description
OCI Statement RFP Q&A SF30 Amendment Form 12/8/2009- Amendment 0001issued. Due date for receipt of proposals extended to 12/18/2009. See posted attachments. The Office of the Comptroller of the Currency (OCC) has a requirement for a real estate professional to provide comprehensive leasing advisory and brokerage services for the procurement of OCC headquarters office space. Services are to be provided in accordance with the FAR, GSAM, and other applicable laws. The requirement is leasing consultant and brokerage services. Architectural, project management, moving or furniture procurement specialists are not within the scope of this requirement. OCC’s headquarters is currently located in Southwest Washington, DC, and occupies one entire building and multiple locations in nearby buildings. OCC expects to occupy a new, consolidated headquarters location of approximately 500,000 square feet. The current leases expire 2011- 2013. It is mandatory that the primary contact for the project possess both extensive federal government and private sector real property leasing experience for large procurements. Thorough knowledge of GSA forms and compliance with appropriate procurement regulations, as well as negotiating government and complex private sector leasing transactions in the Washington, DC area within the past two years are essential. The contractor shall provide qualified personnel to complete the tasks under the contract and shall make a full disclosure to OCC of any potential conflicts of interest. The contractor must have office space available within the Washington, DC metropolitan area and be able to respond to the Lease Contracting Officer (LCO) with 24 hours (one work day) during the day-to-day performance of the contract. The period of performance of this contract is four years or completion of the project, whichever is sooner. The contract will include two phases: Pre-solicitation Consultation to be provided on a firm-fixed-price basis, and Solicitation Brokerage to be paid in the form of commission from the landlord. The acquisition will be conducted in accordance with FAR Parts 12 (Acquisition of Commercial Items) and 15 (Contracting by Negotiation). It is anticipated that an RFP will be posted to this site on or about 11/9/2009.
