- The Washington Headquarters Service, Acquisition and Procurement Office (WHS/A&PO) Department of Defense, 1155 Defense Pentagon, Washington, DC 20301-1155 is seeking sources for the installation of a Local Management Device, Key Processor (LMD/KP) and its associated Communications Security (COMSEC) material. The requirement is as follows. BACKGROUND: NSA has mandated the entire intelligence community to transition to an electronic format for secure communications keying material support. In order to perform this important task PFPA/SSD/CMO is charged to establish an Electronic Key Management System (EKMS) infrastructure designed to provide an integrated end-to-end key management system. The CMO is currently responsible for ordering, distributing, safeguarding, controlling and accounting for all secure communications (COMSEC) keying material and or equipment that supports OSD, WHS and other Pentagon agencies. FEATURES: The vendor will perform a one time onsite installation. The vendor must provide a state of the art LMD turn key system. The implementation of the specified hardware and software installation will ensure readiness to maintain a mission capable infrastructure. This solution will support and accommodate the PFPA/SSD/CMO requirement to remain compliant with NSA guidelines. The level of complexity of the LMD Turn-Key system support needed is such that solid IT experience of the EKMS Infrastructure would be strongly recommended. The vendor must be approved and authorized by NSA to provide this service to a National Communication Security Account. The vendor must provide 6-months of LMD hardware warranty support, diagnose hardware related issues, order warranty replacement part(s), remove and replace defective hardware, and ship defective part(s) to the manufacturer. After the 6-months, the vendor must request the manufacturer’s warranty be transferred to the customer. The logistical support consisting of system setup, hardware and software installation/configuration, all communications testing, and system burn-in shall be conducted prior to the arrival of the installation technician. The following installation and configuration work shall therefore be conducted on site.
