Description
The Defense Information Systems Agency (DISA) intends to award a sole source contract to Pragmatics, Inc. 7926 Jones Branch Drive, Suite 711 McLean VA 22102-3303. DISA has a requirement to provide developer testing and fielding support for the DISA Adaptive Planning and Execution (APEX) PMO to successfully field the Joint Force Projection (JFP) capability. This is a notice of intent to issue a task order under other than full and open competition and should not be considered a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW with 10 U.S.C. 2304c(b), Task and Delivery Order Contracts: Orders - Fair Opportunity Exceptions. This justification and approval is sought under - Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The vendor that provides this service needs to already be familiar with the associated current software configuration in order to support the tasks associated with this requirement in order to avoid a delay in the fielding and testing support. Demonstration of Contractor's Unique Qualifications: Pragmatics, Inc. is uniquely qualified to provide these services to the DISA APEX PMO. Pragmatics has unique knowledge of the current JFP capability and configuration of the JFP source code as well as considering the given short timeframe for fielding and testing. Pragmatics possesses the knowledge and expertise required to fix issues identified during Government acceptance testing (GAT) in a timely manner to support the anticipated fielding date. Pragmatics also possesses the expertise required to advise and guide installers at the fielding site. Pragmatics, Inc. was awarded maintenance and enhancement of the JFP capability on a previous task order and has been the provider of the JFP prototype since that award. Interested parties may identify their interest and capability to respond to the requirement by providing detailed information of their capabilities and certifications to clearly meet the requirements stated above.
