NAICS Code: 541620 Notice of Intent to Award a sole source BPA for Clean Water Act (CWA) Enforcement Support ServicesThe US Environmental Protection Agency 's (EPA) Water Enforcement Division (WED) within the Office of Enforcement and Compliance Assurance (OECA) intends to award a sole source for a Blanket Purchase Agreement (BPA) to PG Environmental, LLC, under its Environmental Services GSA Contract (GS-10F-0210U), to obtain technical support services for implementing and enforcing the federal Clean Water Act (CWA), in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The period of performance for this requirement will be from date of award through September 30, 2011. It has been determined that PG Environmental, LLC. Is the only source that is familiar with the specific requirements for WED to expeditiously and safely fulfill EPA's water enforcement mission. PG Environmental only works for federal and state agencies implementing CWA and does not accept or implement work with private, municipal, state or federal entities that are regulated by regulatory programs under the CWA. As such, PG Environmental, LLC. Is entirely free of any conflict of interest and will therefore be available to support OECA on any and all cases requested. Additionally, the firm currently has nine EPA credentialed compliance inspectors and is uniquely qualified to provide the depth and breadth of technical services OECA requires. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE FOR THIS PROCUREMENT. Any inquiries, requests for information or concerns must be addressed IN WRITING via e-mail to lynch.cara@epa.gov by December 18, 2009 at 12:00 p.m. EST. The Contracting Officer will not accept any telephone inquiries. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence of that entity's capability to perform the same services, provide the same data and that competition would be advantageous to the Government.
