Description
NASA/GSFC intends to award a sole-source bridge contract to SGT, Inc. pursuant to10 U.S.C 2304(c)(1), Only One Responsible Source, in support of NASA's Goddard SpaceFlight Center (NASA's GSFC) Applied Engineering and Technology Directorate (AETD). Thisprocurement will provide a bridge contract for a period of up to 12-months from February5, 2010 through February 4, 2011 to allow sufficient time to finalize contract awardactivities associated with the Multi-disciplinary Engineering and Technology Services(METS) II procurement.This bridge contract will be a Cost Plus Award Fee (CPAF)Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract. The bridge contract isnecessary in order to ensure program continuity and critical mission support and to avoidsignificant technical and programmatic impacts to GSFC. The Goddard Space Flight Centerhas the responsibility for planning and managing tasks assignments to perform services inall aspects of mission and instrument development and implementation for components,subsystems, systems, science instruments, observatories, launch, ground system,spacecraft, and suborbital craft (e.g., aircraft, sounding rockets, UAVs, balloons),including attached shuttle or Space Station, payloads, free-flying spacecraft, suborbitalcraft payloads, and Space Station payloads as well as ground support equipment,simulators, non-flight models, and prototypes; candidate, feasibility, and systemsdefinition studies; project management; systems engineering; analysis; preliminarydesign; detailed design; non-flight fabrication; assembly; integration; test andverification; test instrumentation; data systems management; launch and post-launchoperations; research and technology unique to system development; documentation;maintenance; sustaining engineering; configuration management; mission assurance;architectural trades, performance, cost, risk assessment, and systems safety in the AETDand supporting directorates. These requirements depend on the in-depth knowledge of NASAGSFC's systems, management structure, and personnel. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:30 p.m. EST onDecember 19, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.The bridge contract is necessary to ensure program continuity andcritical mission support and to avoid significant technical impacts to NASA GSFCsprograms. These requirements depend on the in-depth knowledge of NASA GSFCs systems,management structure, and personnel. An interruption and restart of those tasks, with a new contractorfor a limited time until the METS II contract is awarded, would greatly jeopardize thesuccess of NASAs GSFCs implementation of critical and highly visible Agency programs.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
