- Description
- It is the intent of the Uniformed Services University of the Health Sciences (USUHS), Bethesda, MD to award on a sole source basis, a purchase order with the Harlan Laboratories, Inc. of Indianapolis, IN to deliver 1,290 CD2F1 Male, Mice - 7-8 weeks old. The mice will be required to be delivered on the following mandatory delivery dates: Delivery Date: 12/22/09 QTY: 645 Delivery Date: 1/5/10 QTY: 645 These mice are required for biomedical research experiments that have been ongoing for over 25 years. These ongoing biomedical research experiments must use mice from the same colony in order to preclude genetic variations affecting research and to ensure data comparable to ongoing experiments. The authority permitting this award under other than full and open competition is FAR Part. 13.106-1, which authorizes USUHS to award when there is only one responsible source and other supplies or services will satisfy agency requirements. The proposed contract action is for the supply for which the Government intends to solicit and negotiate with only one source is based on the following factors: 1) The ongoing biomedical research experiments will use these mice which must be genetically similar to those already currently employed for this approved research. 2) The intestinal microflora of the mice must be similar to that of the intestinal bacterial microflora of mice already used in the research. The intestinal microflora is unique to each facility breeding mice and is dependent upon the animal care conditions. 3) The data derived from the use of these mice will be compared to similar and relevant data collected over 25 years. Similar in diet and intestinal bacterial microflora are critical to maintaining a uniformity of response to radiation between previous research with the same mouse and work that is expected to be performed with the requested animal.
