Description
The Government is issuing this Request for Information (RFI) to solicit responsible sources for the purpose of providing engineering and technical services for operation and maintenance of and training support at the Marine Corps Distance Learning Program (MCDLP) centers. The MCDLP operates Learning Resource Centers and Video Teletraining Centers at selected Marine Corps installations around the world. MCDLP also configures and maintains Deployable Learning Resource Center suites and other related peripheral equipment that supports Marine Corps students enrolled in distance learning courses. The Government intends to award a single contract resulting from this solicitation that will provide for base services covering a transition period of one month and 11 months of operation and four twelve-month option periods for a total of five years. Based on the number of vendors submitting proposals, the Government may conduct this source selection process in two phases. The Government will evaluate all proposals based on the factors and subfactors as outlined in Section M of the subject solicitation and may down-select those contractor proposals which represent the best value to the Government and are among the most highly rated. The Government will invite those offerors who are down-selected to provide an oral presentation, and if the Contracting Officer determines it necessary, may include discussions as addressed in FAR 15.306(d). In accordance with FAR 15.306(c)(2), if the number of technically acceptable proposals down-selected exceeds the number at which the Government can conduct an efficient competition, the Contracting Officer may limit the number of proposals to the greatest number that will permit an efficient competition among the most highly rated proposals. The Government currently plans to release a draft RFP prior to Industry Day on 1000 A.M., December 17 at the Gray Research Center at MCB Quantico, Virginia. All potential offerors who desire to attend the Industry Day are requested to submit a request by submitting an email to fred.j.boehne@usmc.mil. NO PHONE CALLS WILL BE ACCEPTED.
