- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY THIS OPPORTUNITY WAS AVAILABLE ONLY TO EPA CONTRACTORS THAT HAVE BEEN PREVIOUSLY AWARDED TBA CONTRACTS The purpose of this notice to announce the award of Task Order #0011 to ARGO Systems, LLC (EP-W-07-094) from the Targeted Brownfields Assessments (TBA) Contracts Request For Offer # 37 and to obligate funding in the amount of $339,224.53. The period of performance will be from December 4, 2009 through May 31, 2010. This requirement shall entail contractor performance of a phase II and phase III Environmental Site Assessment (ESA). In planning this phase II ESA, the contractor shall utilize information from all previously completed investigations and cleanups. The general objective of the phase II ESA is to perform all characterization efforts (including collection/analysis of environmental samples, evaluation of results and preparation of a report) necessary to determine the nature/extent of any additional cleanup efforts required through the Maryland Department of the Environment (MDE) Voluntary Cleanup Program (VCP). The phase III ESA shall be conducted for the purposes of evaluating cleanup options and preparing cost estimates based on phase II ESA findings and redevelopment plans. The NTCB property occupies approximately 1185 acres near the Town of Port Deposit, Maryland in Cecil County. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Brownfields and Land Revitalization (OBLR) contracts were not awarded as FP contracts, they were awarded competitively, and each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OBLR contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OBLR contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA.
