- Recovery – This requirement will be funded in part by the American Recovery and Reinvestment Act of 2009. The National Institute of Standards and Technology (NIST), Metallurgy Division, located in Gaithersburg, MD, requires One (1) Next Generation Metal Formability Test Facility with Four (4) Option year line items for one (1) Maintenance Contract each option year. The Materials Performance Group of the NIST Metallurgy division conducts research into the constitutive properties of engineering materials. One component of that research measures material properties under biaxial tension in the form of a cruciform sample. The test equipment described in this procurement document will complement the existing biaxial mechanical testing system by allowing mid-test strain path changes, which more accurately simulate sheet metal forming deformation processes. Delivery terms shall be FOB DESTINATION. The period of performance shall be stated in the request for quotation. The NAICS code for this requirement is 334519 with a small business size standard of 500 employees. This requirement is being procured using full & open competition. This requirement is not set-aside for small business. Simplified Acquisition Procedures shall be utilized under the authority of FAR 13.5 Test Program for Certain Commercial Items. The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-10-RQ-0011. NIST anticipates posting the solicitation approximately fifteen (15) days after the date of publication of this notice. Potential offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to janet.lamb@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreements and Free Trade Agreements.
