- This Request for Information (RFI) is issued by the IRS, Southeast Procurement Office to seek sources for temporary leased training space (classrooms and preparation space) in Des Moines, Iowa. The following information is provided to assist in conducting Market Research to identify small businesses as potential contractors and finalize the acquisition strategy for this requirement. The North American Industry Classification System (NAICS) Code is 531120 and Small Business Size Standard is $7 millions. Contractors must be registered in Central Contractor Registration (CCR) to be considered. You can register at the following website: http://www.ccr.gov/. The offered space must meet Government requirements for security, fire safety and handicapped accessibility. The training space must have break-room facilities, separate toilet facilities for men and women based on building codes, parking for 130 IRS employees within a two block area of the building. All cleaning/janitorial, maintenance, trash removal, landscaping services, water, sewer, heating, electricity, and administrative expenses, are to be provided as part of the rental consideration. The property should not be located within a base flood plain or wetland. No lease termination option will be considered. Site must be in the delineated area of North: I-80, East: Highway 65, South: Highway 5, West: I-35. Lease terms: March 1, 2010 through July 9, 2010 plus three (3) one week extensions set up as optional lease terms. Classroom needs are as follows: Classrooms to accommodate computer-based training (CBT) for 100 students. Each classroom will seat no more than 30 students. (minimum of 750 sq feet/room to accommodate 20 students, or 1,000sq feet/room to accommodate 20-30 students) Classrooms will contain the suitable number of workstations and ergonomic chairs for each student (at least 24"W x 36"L to accommodates one employee or - 24"W x 60"L to accommodates two employees) Each classroom will require one lateral five-drawer lockable cabinet with keys. Each classroom will require internet access at the minimum speed of no less than DSL service at 3 Mbps or higher and must not require firewall authentication to access the network. Each workstation in each classroom shall have a wired network connection of 100Mbps to the desktop. Classrooms will be in close proximity to each other. Preparation space needs are as follows: One large room or multiple rooms required for preparation space for 20 instructors. These rooms must be separate from the classrooms. The preparation space will contain a separate workstation (approximately six foot long x 30 inches wide) and ergonomic chair for each instructor. The preparation space shall accommodate two six foot tables to hold one poster maker, a paper cutter, one printer, and one fax machine (equipment provided by IRS) The preparation space shall accommodate one copy machine, approximately 3 ft. wide by 6 ft. long (provided by IRS) The preparation space will require one lateral five-drawer lockable cabinet with keys The preparation space will require two sets of five open level shelves at a minimum of three feet in length The preparation space will require internet access at the minimum speed of no less than DSL service at 3 Mbps or higher and must not require firewall authentication to access the network. Each instructor’s workstation shall have a wired network connection of 100Mbps to the desktop. IRS will provide the following: Desktop computers and monitors for all students and instructors. Installation of all desktop computers and monitors for students and instructors. Computer support for IRS equipment. Breakdown and removal of all desktop computers at end of lease. Five administrative phones. One Copy Machine to be housed in preparation space. One Network Printer to be housed in preparation space. One Fax Machine to be housed in preparation space. One paper cutter for preparation space. One poster maker for preparation space. Data show projectors. Office supplies. Responses must be submitted by owner(s) or by authorized representatives of the owner(s) only and must include the information below. 1. Building name and address. 2. One-eighth inch scale drawing of space offered. 3. Rentable square feet available. 4. Name, address, and telephone number of individual to be contacted. 5. Evidence of authority to represent the owner. 6. Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking 7.
