- Description
- The Information Technology, E-Commerce, and Commercial Contracting Center intends to award a sole source firm-fixed-price/cost reimbursable contract to Deloitte Consulting LLP for the Installation Management Command. This procurement is being made under the authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This action results in a short-term bridge contract until such time as EPM services can be obtained for a longer term by a task order competed under the ITES-2S IDIA contracts. IMCOM's objectives are to implement EPM practices at its headquarters, region, and garrison locations worldwide. EPM practices include improved performance management through enterprise-wide data visibility, improved metrics and data quality, standardized data collection, management and reporting processes, heightened quality of analysis, and the use of automation to minimize the workload associated with data collection, integration and reporting. The pool of EPM Tool users is currently estimated to be one thousand (1,000) users who have access to the EPM Scorecard system. Potential users include any IMCOM stakeholder and the number of users is expected to grow, over time, to a maximum of twenty thousand (20,000) users at end state. This announcement is not a request for competitive quotation. The Government will review all responses, without prejudice, whether or not the Government initially determines that another firm is fully qualified to fulfill the requirements.
